Gyeonggi Province Selects 11 High-Intensity Departments and Offers Incentives to Employees

Gyeonggi Province has selected 11 teams as high-intensity departments that employees tend to avoid.


On May 8, Gyeonggi Province announced that it had designated 11 teams this year as departments avoided due to heavy workloads, including the Construction Business Investigation Team, which investigates violations by construction companies, and the River Facilities Team, which is responsible for river maintenance and flood response.


Since 2016, Gyeonggi Province has operated a system to designate high-intensity departments that employees tend to avoid, on a cycle of 1 year and 6 months. The purpose is to encourage employees working in these essential yet challenging departments and to promote long-term service in these positions.


The teams selected this year include the Construction Business Investigation Team, the River Facilities Team, the Social Disaster Response Team, the Natural Disaster Response Team, the Developmental Disabilities Support Team, and the Road Environment Improvement Team, among others.


Gyeonggi Province focused on departments that handle disaster response, welfare, and civil complaints when selecting the teams. The selection also took into account departmental balance, including five teams from the Northern Government Complex and one team from affiliated offices.

The 11 teams will retain their designation as high-intensity departments from May 1, 2025, to October 31, 2026. During this period, all employees in these teams will receive incentives, such as additional points in performance evaluations, designation for key job allowances, and preference in selection for domestic and overseas training programs.


A total of 146 teams were recommended for this year's selection by bureau directors, department heads, and the labor union. Gyeonggi Province finalized the 11 teams through internal review, a staff survey, in-person evaluations, and a personnel committee.


Kim Sangsoo, Director General of Autonomous Administration at Gyeonggi Province, stated, "Although all provincial government employees are faithfully fulfilling their roles, there is indeed a gap between preferred and avoided departments. We will support employees who quietly work in less favored departments so that they are not left behind, and ensure that the key policies of the 8th popularly elected administration bear fruit in the field."
