Jeonnam Achieves Highest Growth Rate Nationwide in Youth Culture and Arts Pass Issuance

Jeonnam Province announced on May 4 that it has been selected as an outstanding local government (metropolitan level) for promoting the issuance rate of the 2025 Youth Culture and Arts Pass Project, which is implemented by the Arts Council Korea.


The Youth Culture and Arts Pass was first introduced last year to provide a foundation for young people to grow as active consumers of culture.


This year, the pass is being provided to 19-year-olds (born in 2006), with each recipient receiving a pass worth 150,000 won, funded by both the national and local governments. Eligible recipients can obtain the pass through designated ticketing platforms (Interpark and Yes24) and use it for pure arts performances as well as music concerts and festivals.


This selection of outstanding local governments was based on the issuance rate of the Youth Culture and Arts Pass as of March 24. A total of 10 local governments (both metropolitan and basic levels) were selected: those that achieved an outstanding issuance rate of 90% or higher by 6 p.m. on April 18, or those with an excellent rate of increase in issuance.


As a result, three regions achieved an outstanding issuance rate: Sinan County (1st place, 97%), Donghae City in Gangwon Province (2nd place, 95.4%), and Jindo County (3rd place, 94%).


In terms of issuance growth rate among metropolitan local governments, Jeonnam Province ranked first with a 13.8% increase. Gyeonggi Province was selected for second place with a 12.8% increase. Among basic local governments, Jangheung County was ranked fifth with a 21.2% increase.


This year, 5,428 young people in Jeonnam Province are eligible for the Youth Culture and Arts Pass Project, and currently 4,028 have received and are using the pass.


Jeonnam Province plans to work closely with local universities and cities and counties to ensure that no eligible recipients are left out, and will continue to promote the project to further increase the utilization rate of the Culture and Arts Pass.
