Naju Energy National Industrial Complex Passes Ministry of Land Review
Official Designation and Planning Approval to Be Announced in May
On May 3, Jeonnam Province announced that the Naju Energy National Industrial Complex development project has gained momentum after passing the review of the Central Industrial Complex Planning Committee under the Ministry of Land, Infrastructure and Transport.
With this approval, all administrative procedures have been completed, and the designation and planning approval for the national industrial complex is scheduled to be officially announced in May.
As a result, the energy industry hub project, which Jeonnam Province has been prioritizing, has now entered the full-scale development stage.
This project is a large-scale industrial complex development jointly promoted by Korea Land and Housing Corporation (LH) and Jeonnam Development Corporation. With a total project cost of 368.5 billion won, an energy-specialized national industrial complex will be established on a 1.22 million square meter (360,000 pyeong) site in Deoksan-ri, Wanggok-myeon, Naju.
This project was initially selected as a candidate site for a national industrial complex in 2018, but was withdrawn after the 2020 preliminary feasibility study found a lack of corporate investment demand and failed to secure feasibility. However, after a renewed preliminary feasibility study request in 2022, it passed.
Ten months after applying for industrial complex plan approval to the Ministry of Land, Infrastructure and Transport in June 2024, the project passed the central committee review on April 30, 2025. The plan is to sequentially proceed with the project, starting with land compensation procedures this year and breaking ground in the second half of 2026.
To ensure smooth progress, Jeonnam Province has been working closely with Naju City, LH, and Jeonnam Development Corporation, holding several joint meetings. By sharing key issues such as the determination of the project implementation area and compensation plans, and maintaining continuous communication among related organizations, the institutional and practical foundations for the project have been steadily established. This collaborative system has become the cornerstone for swift and stable project execution.
The Naju Energy National Industrial Complex is expected to play a pivotal role in establishing future-oriented industrial infrastructure, including the creation of an energy valley, fostering new materials and nano convergence material industries, and building an eco-friendly IT industry base.
An official from Jeonnam Province stated, "We will provide full support to ensure that the Naju Energy National Industrial Complex becomes a key hub leading Korea's energy industry."
