Operation of Storm and Flood Disaster Safety Headquarters for Five Months
Yangcheon District in Seoul (District Mayor Lee Kijae) has established the "2025 Comprehensive Countermeasures for Storm and Flood Damage" in preparation for heavy rainfall during the summer season and has begun operating a thorough flood safety network.
The district conducted preemptive inspections of major flood control facilities, including the Sinwol Rainwater Storage Facility, as well as flood-prone areas, with a particular focus on verifying the disaster prevention performance of the deep tunnel-type storage facility designed to prevent recurrent flooding in the Sinwol-dong area.

This facility can store up to 320,000 tons of rainwater even during torrential downpours of 100mm per hour, playing a key role in reducing flooding in nearby areas such as Sinwol-dong and Hwagok-dong during heavy rains. Completed in 2020 to address chronic flooding in the Sinwol-dong area, the Sinwol Rainwater Storage and Drainage Facility is the first deep tunnel-type underground storage facility in Korea, installed 40 meters underground with a diameter of 10 meters and a length of 4.7 kilometers.
The district is also expanding tailored support measures, such as introducing a "personal drainage facility inspection service" and establishing "local flood control bases" and "companion partners" for residential areas at risk of flooding, including semi-basement homes. In addition, endoscopic inspections will be conducted to check for drainage issues in 58 disaster-vulnerable households, such as those with severe disabilities.
Furthermore, practical preventive measures are being implemented, including support for storm and flood insurance for economically vulnerable groups, comprehensive inspections of disaster prevention facilities such as rainwater pumping stations and detention basins, and the pre-deployment of more than 5,900 sandbags for flood control. The district also plans to install 53 additional safety facilities this year to prevent manhole accidents.
From May 15 to October 15, the district will operate the Storm and Flood Disaster Safety Headquarters and has established hotlines with related agencies such as the Yangcheon Police Station and Fire Station to ensure a prompt response system. The district will also provide residents with real-time information on facility status and Anyangcheon River control situations through a flood control information sharing system.
District Mayor Lee Kijae stated, "In a reality where climate disasters have become routine, we will do our utmost to ensure residents' safety by proactively implementing preventive and improvement measures and establishing a constant response system," adding, "As the safety of our residents is our highest priority, we will continue to pursue thorough countermeasures against storm and flood damage."
