Goyang Special City in Gyeonggi Province (Mayor Donghwan Lee) announced on May 1 that it had signed a memorandum of understanding (MOU) with the Korea Testing Laboratory (hereinafter referred to as KTL) on April 30 at the main office's open mayor's office for the establishment of a special zone and the foundation of the 4th Industrial Revolution.

The signing ceremony was attended by Donghwan Lee, mayor of Goyang Special City, Hyunkyoo Shin, head of KTL, and officials from both organizations, who discussed ways to cooperate.


Through this agreement, the city plans to lay the groundwork for the designation of various special zones, including free economic zones, peace economy special zones, and opportunity development special zones, and to actively attract companies related to the 4th Industrial Revolution and build an industrial ecosystem.


The main points of the agreement between the two organizations are as follows: policy cooperation for the designation of special zones; research and development and company attraction in 4th Industrial Revolution sectors such as AI defense, quantum computing, and mobility; cooperation in company testing, verification, and technology demonstration projects; and other matters as mutually agreed upon.


The Korea Testing Laboratory (KTL), established in 1966, is the largest testing and certification organization in Korea, providing more than 250,000 technical support services annually to approximately 16,000 companies. It conducts testing and certification to ensure that product safety and performance meet domestic and international standards, thereby promoting domestic sales and overseas exports.


KTL also conducts testing, evaluation, and certification projects in various industrial fields such as space, aviation, environment, and information and communication technology (ICT). By utilizing a network of over 190 testing and certification organizations in 55 countries worldwide, KTL actively supports small and medium-sized enterprises in obtaining overseas certifications.


Donghwan Lee, mayor of Goyang Special City, stated, "Cooperation with KTL is a key foundation for Goyang to leap forward as a future industrial city," and added, "We will do our best to create an industrial ecosystem unique to Goyang centered on the special zone, leading to sustainable growth and the creation of high-quality jobs."


Hyunkyoo Shin, head of KTL, responded, "We expect a great synergy from the combination of Goyang's future-oriented vision and KTL's technological capabilities and infrastructure," and continued, "As a public institution, we will fulfill our responsibilities and promote practical collaborative projects with Goyang City."


Meanwhile, Goyang City is currently preparing to become a city centered on the industrial ecosystem by building various specialized industry foundations to achieve self-sufficiency and by strengthening cooperation with local innovation organizations.
