Announcement of District Unit Plan Decisions (Amendments) for Four Areas Including Mukdong District Center
Expected to Revitalize Private Development Through Floor Area Ratio System Improvement and Expanded Incentives
On May 1, Jungnang-gu (District Mayor Ryu Gyeonggi) announced the decision (amendment) to the 'Mokdong District Center District Unit Plan' for the area around Mukdong and Meokgol Station, laying the foundation for mixed-use development centered around the station area.
This amendment passed the 12th Seoul City Urban and Architecture Joint Committee review in December 2024. It was promoted to improve unreasonable aspects of the existing district unit plan and to strengthen development conditions in the station area.
The main change is a significant expansion of the district unit planning area along Dongil-ro in Muk 2-dong. In addition, five special planning zones and ten areas eligible for zoning adjustments have been newly designated to support large-scale, privately-led integrated development.
In general commercial areas, the building height limit along secondary arterial roads has been relaxed from the previous 40 meters to up to 60 meters. The permitted and recommended uses for buildings have also been reorganized by adjusting non-permitted uses and removing recommended uses. In Type 2 and Type 3 general residential areas, the scale of development has been subdivided based on the conditions of main and secondary roads, and in some areas, new building setback lines and vehicle access restriction zones have been designated.
With this amendment, the standard floor area ratio (FAR) in general commercial areas can now be applied up to a maximum of 800%, with a permitted FAR of up to 880%. In Type 2 general residential areas, the maximum permitted FAR is 220%, and in Type 3 general residential areas, it is up to 275%.
In addition, in accordance with Seoul City's 'Comprehensive District Unit Plan Reorganization,' the district unit plans for three additional areas?Myeonmok District Center, Myeonmok Living Area Center, and Myeonmok-Sangbong Fashion (Sewing) Specialized Development Promotion District?have also been amended and announced.
The main revisions include relaxing the upper limit of the permitted FAR to 1.1 times the statutory standard, allowing a maximum FAR of 440% in quasi-residential areas and up to 660% in neighborhood commercial areas.
Accordingly, if certain conditions are met, such as public contributions or the introduction of eco-friendly buildings, the upper FAR limit can be further relaxed to up to 800% in quasi-residential areas and up to 1200% in neighborhood commercial areas.
The district explained that through this reorganization, it has been able to realize more reasonable planning and establish a foundation for inducing high-density mixed-use development based on flexible development standards.
Jungnang-gu District Mayor Ryu Gyeonggi stated, "We will spare no administrative support so that the area around Mukdong and Meokgol Station can grow into a self-sustaining hub for the region," adding, "We will do our utmost to promote balanced urban development and improve residential and commercial environments in Jungnang-gu."
