Damyang County in South Jeolla Province (Governor Jeong Cheolwon) announced on April 30 that it had conducted a resident autonomy capacity-building training session on April 28 at the main auditorium of the Damyang Cultural Center. The session was attended by over 300 people, including members of the Resident Autonomy Committee and village chiefs, to enhance understanding of resident autonomy, village autonomy, and resident participatory budgeting.

Governor Jeong Cheolwon stated, "When residents themselves become the main agents and create value in their villages, the accumulation of these everyday changes leads to the development of livable communities, which in turn realizes genuine resident-participatory local autonomy. I would like to express my gratitude for the hard work and dedication of each and every person contributing to the development of our community."

On this day, Song Moonsik, chairman of the Village Association, was invited to give a keynote lecture on the theme, "Creating Value Together, Resident Autonomy - Communication through Innovation and Greater Happiness through Unity in Damyang." The lecture covered the significance and operational procedures of resident participatory budgeting, as well as outstanding case studies from other cities and counties, which were met with enthusiastic responses from the attendees.

Chairman Song Moonsik emphasized, "Resident autonomy is the starting point of grassroots democracy, where residents solve local issues on their own. For resident autonomy to function well, a foundation of cooperation between the Village Autonomy Association and the Resident Autonomy Committee must be established, and this is the starting point for revitalizing resident autonomy."

Additionally, the event featured a pre-ceremony performance by "Haejingi Bongsan Arang Gogojanggu," who showcased their talents as part of a cultural and arts program for local residents operated under the Danbi Project of the Grassroots Community Support Center. Their performance, offered as a volunteer contribution, drew significant attention.

An official from the county stated, "We hope that this training will serve as an opportunity for further development of village and resident autonomy in Damyang County," adding, "We will do our utmost to ensure that resident autonomy can be further activated together with the residents, who are the true owners of the community."
