Grand Prize Awarded to Proposal Allowing Deceased Person's Vehicle Deregistration at Heir's Local Government Office
Goyang Special City in Gyeonggi Province announced on the 29th that it had selected seven outstanding projects aimed at alleviating inconveniences for citizens and businesses through the 2025 Goyang City Civil Servants' Regulatory Reform Proposal Contest, and held an award ceremony on the 28th.

This contest was organized to discover regulatory improvement ideas that citizens and businesses can tangibly experience, with the goals of revitalizing the local economy and enhancing administrative efficiency.
The contest was open to all employees of Goyang City and took place from January 15 to February 28, with a total of 21 proposals submitted.
After internal reviews by the relevant regulatory departments and the collection of preliminary opinions from related working departments, the Regulatory Reform Committee conducted a final evaluation based on criteria such as creativity, feasibility, and effectiveness, and confirmed the outstanding projects.
The project that won the grand prize proposed allowing the cancellation of a deceased person's destroyed vehicle registration to be processed at the heir's local government office, instead of only at the vehicle registration office as is currently required. This improvement would enable cancellation registration at the local government office where the heir resides.
This proposal received high marks for feasibility and for its potential to be felt by citizens, as it addresses the practical issue of unnecessary time and costs when the vehicle's registration location differs from the heir's place of residence.
Other projects selected as "Excellent" included: improvement of Romanized name notation rules; relaxation of regulations on the installation of temporary structures in small factories; and improvements to the deregistration process for vehicles used in automobile transportation businesses. Projects selected as "Encouragement" included: a request for legal amendments to eradicate illegal activities in building setback areas; a full exemption of state property usage fees for projects conducted by local governments for public interest purposes; and relaxation of the photo requirements for resident registration card reissuance applications.
Goyang Special City stated that it will not stop at merely collecting proposals, but will continue to manage the process to ensure that these efforts lead to substantial regulatory reform, and will actively recommend the selected outstanding projects to the relevant central government ministries.
Donghwan Lee, Mayor of Goyang Special City, emphasized, "It is very meaningful that regulations, which have long been taken for granted by civil servants, were reexamined from the perspective of the field and that practical improvement measures were proposed," adding, "I will make sure that today's award-winning projects do not remain just good suggestions, but are thoroughly followed up so they can be realized as actual policies."
