Chairperson Ko Sunjae of Seocho District Council Urges Implementation of Effective, Not Populist, Projects

The Seocho District Council (Chairperson Ko Sunjae) began its session schedule by holding the 1st plenary session of the 341st extraordinary meeting on April 28, 2025.


During this session, the council will adopt a resolution to form the Special Committee on Budget and Accounts (Settlement) and review general agenda items. At the plenary session on this day, Chairperson Ko Sunjae delivered an opening address, and council members Ahn Jongsuk, Park Mijeong, and Lee Eunkyung made five-minute speeches.


Chairperson Ko Sunjae commented on the 2025 supplementary budget bill, which is currently undergoing preliminary procedures, saying, "With livelihoods more difficult than ever, this is a time when the role of public finance is crucial." She added, "I urge the strict exclusion of populist and showcase projects, and ask for a supplementary budget that is truly effective."


At the plenary session, council members Ahn Jongsuk, Park Mijeong, and Lee Eunkyung also delivered five-minute speeches. First, Ahn Jongsuk pointed out that local drainage land (infrastructure directly related to residents' daily lives, such as the discharge of domestic water, rainwater drainage, and flood prevention, although smaller in scale than rivers) is suffering from severe environmental pollution and unauthorized occupation, which has damaged its public function. She also noted the lack of a systematic management system and legal foundation.


She proposed establishing an annual maintenance plan, securing budget and personnel, improving the system for prompt response to civil complaints, and transforming drainage land into eco-friendly spaces such as ecological streams and walking trails.


Next, Park Mijeong emphasized the need to actively expand ground-penetrating radar surveys to detect sinkholes (ground subsidence) at an early stage. She argued for increasing the number of surveys and proactively securing resources necessary for the project in order to establish a more thorough preemptive response system.


Lastly, Lee Eunkyung highlighted the need to strengthen the support system for children and youth in crisis, in line with the recent enactment of higher-level laws by the National Assembly. She raised the necessity of integrating current ordinances to establish a systematic basis for support and revising the definitions of children and youth in crisis to expand the scope of beneficiaries. She also called for building an integrated support system utilizing existing infrastructure, improving accessibility through online platforms, and enhancing policy accountability by unifying responsible departments.
