Hwaseong City Aims to Approve Hwaseong International Theme Park Development Plan by Next Year

Progress Briefing Session Held... Shinsegae to Submit to City Within First Half of Year

Hwaseong City in Gyeonggi Province has set a policy to complete the approval process for the Hwaseong International Theme Park development plan by next year.

According to Hwaseong City on April 28, the city and Shinsegae Hwaseong Co., the operator of the "Hwaseong International Theme Park Tourism Complex (Starbay City)" project, held a project progress briefing session at the central conference room of Hwaseong City Hall on April 25 to share this timeline.


Starbay City is a large-scale complex leisure zone being developed by Shinsegae on a 4,189,000 square meter site in the western reclaimed land of the eastern district of SongSan Green City, with an investment of 9.4684 trillion won. In October last year, Paramount Pictures was confirmed as the global IP for the project.


During the briefing session, participants discussed the status of the development plan, the main attraction concepts using Paramount IP within the theme park, the naming of internal roads and facilities, the overall progress of the project, and the division of roles among the participating organizations.


Shinsegae Hwaseong announced at the briefing that it plans to submit the complex development plan to the city within the first half of the year. The city will review the submitted plan by collecting opinions from relevant departments and related agencies, and then apply for approval of the development plan after consultation with Gyeonggi Province.


The city especially plans to actively cooperate with Gyeonggi Province and Shinsegae Hwaseong to conduct environmental impact and other assessments, aiming to obtain approval for the plan within next year.


After completing administrative procedures, Shinsegae Hwaseong plans to begin full-scale construction and aims to complete the first phase of the theme park utilizing Paramount IP by 2029. The company also intends to sequentially open a water park, shopping mall, and hotel. Furthermore, by expanding the first phase of the project through 2050, additional facilities such as hotels and resorts will be built to complete Starbay City.


The city expects that once Starbay City is completed, it will attract 30 million visitors annually, create 110,000 jobs, and generate 70.6 trillion won in production and added value effects.


Jung Myunggeun, Mayor of Hwaseong, said, "Starbay City is a core project that will drive Hwaseong's future growth," adding, "We will provide all possible administrative support to swiftly complete the approval process in close cooperation with Gyeonggi Province."
