The opening ceremony was attended by approximately 120 people, including Sangjin Shin, mayor of Seongnam, city and provincial council members, and local residents. The attendees celebrated the opening of the center with a ribbon-cutting ceremony and a tour of the facilities.

The Workers' Comprehensive Welfare Center occupies the 2nd and 3rd floors of the I-Park Dearban Complex Knowledge Industry Center in Sangdaewon-dong, Jungwon-gu, with a total floor area of 9,305 square meters. The project was selected for the Ministry of Land, Infrastructure and Transport's Urban Regeneration Recognition Contest in 2019 and was completed after about five years of development.

The center was expanded and relocated to address issues with the aging previous facilities and to improve accessibility. It has been created as a space offering a variety of cultural and welfare functions for both workers and citizens.

The second floor houses 22 facilities, including a large auditorium, aerobics room, fitness center, bakery and confectionery room, and exhibition hall. The third floor features 15 educational and convenience spaces, such as a table tennis classroom, language classroom, and meeting rooms. A total of 56 parking spaces are available for visitors.

The center is currently operated by the Seongnam branch of the Federation of Korean Trade Unions (Chairman Park Insu) under a private consignment system. Reservations for spaces such as the auditorium, meeting rooms, and exhibition hall can be made by phone. The center is expected to be used for a variety of purposes, including group events, seminars, and group meetings.

In addition, the center is actively offering courses in various fields such as liberal arts, hobbies, skills, and information technology. There are 28 courses available for workers and 24 courses for the general public, and applications for these courses can be made through the "Seongnam Learning Forest" online platform.

Mayor Sangjin Shin stated, "I am very pleased that a welfare center where both workers and citizens can come together has opened," and added, "I hope this place will serve as a space for recharging and exchange, and become a hub that contributes to cooperation among labor, management, government, and the community, as well as to the revitalization of Seongnam High-Tech Valley."

Meanwhile, Seongnam High-Tech Valley is a leading industrial complex in the southern Seoul metropolitan area, home to more than 4,000 companies, with a concentration of manufacturers in sectors such as electrical and electronics, machinery, and food.
