Top Prize Awarded to Department of Resource Circulation and Hwaseong Industry Promotion Agency
Hwaseong City in Gyeonggi Province announced on the 28th that it held the "2025 First Half Active Administration Best Practice Competition" in the city hall's main conference room on the 25th, and selected eight outstanding cases.

The top prize was awarded to the Department of Resource Circulation and the Hwaseong Industry Promotion Agency. The Department of Resource Circulation received high marks for breaking away from repeated practices and actively introducing adjustments to cleaning service zones and a competitive system to improve the city's cleaning and environmental services. The Hwaseong Industry Promotion Agency was selected for the top prize for attracting KOTRA's digital trade support infrastructure, deXter, to Hwaseong City and contributing to the revitalization of digital overseas trade by collaborating with local companies and universities.
The Excellence Award went to the following cases: the establishment of an AI video surveillance system and intelligent crime prevention CCTV (Smart City Division); resolving traffic congestion and ensuring children's safety by relocating a crosswalk (Dongtan Branch Office, Traffic and Construction Division); and normalizing the operation of the Eco Center created together with residents (Hwaseong City Environmental Foundation).
The Encouragement Award was given to the following: strengthening Hwaseong City's firefighting capabilities, including the construction of the Mado 119 Safety Center (Administrative System Reform Promotion Team); operation of a fire risk mapping service for factory areas (Safety Policy Division); and active promotion of traffic safety governance (Hwaseong Urban Corporation).
To enhance the fairness of the selection process, the city conducted a first round of document screening and a second round of in-person evaluation. In the final round on the 25th, rankings were determined by reflecting the results of the Active Administration Committee and a resident survey. The outstanding cases of active administration will be posted on the city hall website's "Active Administration Hall of Fame."
Jung Guwon, the First Deputy Mayor of Hwaseong City, said, "We will continue to do our best to practice active administration by solving problems proactively and creatively, breaking away from old practices."
