Im Seonghwa of Gwangju Seo-gu Council: "Free Rides on 5.18 Village Buses to Be Supported"

Full Revision of Ordinance on Succession of the Spirit of the Democratization Movement Passed in Plenary Session

The ordinance for the full revision of the "Gwangju Seo-gu Ordinance on Commemoration and Succession of the Spirit of the Democratization Movement," which was proposed by Im Seonghwa, a member of the Gwangju Seo-gu Council (representing Gwangcheon-dong, Yudeok-dong, Chipyeong-dong, Sangmu 1-dong, and Dongcheon-dong), during the 329th temporary session, was recently passed by the Seo-gu Council.

This ordinance for the full revision of the "Seo-gu Ordinance on Commemoration and Succession of the Spirit of the Democratization Movement" was amended and supplemented to more faithfully reflect its original intent of commemorating the democratization movement and succeeding and developing its spirit. The revision covers the ordinance’s overall structure, including its purpose, definitions, duties of the district mayor, duties of residents, project implementation, delegation of affairs, budget support, and cooperation with related agencies.


Im Seonghwa, who proposed the amendment, stated, "Gwangju is a sacred place of democracy, as exemplified by the 5·18 Democratization Movement. At the Seo-gu district level, continuous efforts must be made to commemorate the democratization movement and to succeed and develop its spirit through a variety of initiatives." He added, "Through this comprehensive revision, we have supplemented various initiatives, including the collection, organization, and succession of Seo-gu’s democratization movement records, strengthening domestic and international solidarity, and providing free rides on the 5·18 village bus."


He continued, "Starting this year, on May 18 each year, in addition to the existing free rides on city buses and subways, residents will also be able to ride the Seo-gu village bus (route 760) free of charge. Going forward, I will continue to explore and expand projects that allow residents to reflect on the meaning of the democratization movement and to succeed and develop its spirit together across various fields."


In Gwangju, around May last year, 11 ordinances related to the 5·18 Democratization Movement were consolidated into a single ordinance and promulgated. To share the meaning of 5·18 with citizens, the city has specified and implemented free rides on city buses and subways on the 5·18 anniversary.


Accordingly, to enable free rides on village buses, which were previously not included in the free ride policy, the councils of the five autonomous districts, including Seo-gu Council, have been discussing ordinance revisions and budget support measures.
