Five Opposition Parties, Including Democratic Party, Resubmit Special Investigation Act on Insurrection: "Must Pass to Address Public Concerns"

On the afternoon of April 25, the five opposition parties, including the Democratic Party, submitted the Special Investigation Act on Insurrection to the National Assembly Legislative Affairs Office.


Kim Yongmin, Chief Deputy Policy Leader of the Democratic Party, Han Changmin, leader of the Social Democratic Party, Jung Chunsaeng, Chief Deputy Floor Leader of the Party for National Innovation, and Jung Jinwook, member of the Democratic Party, submitted the Special Investigation Act on Insurrection (the Act on the Appointment of a Special Prosecutor for the Investigation of Insurrection and Treason by the Yoon Suk Yeol Administration), which covers the 12·3 Insurrection Incident, allegations involving First Lady Kim Keonhee, and the Myeong Taegyun Gate.


Kim stated, "Although the people have seen the insurrection ringleader Yoon Suk Yeol removed from office, they are angry that he has not been properly prosecuted. People feel uneasy seeing the insurrection ringleader walking freely without being detained."

Previously, the Democratic Party had introduced the Special Investigation Act on Insurrection related to the 12·3 Martial Law Incident twice, but both attempts were discarded due to the government's exercise of veto power (request for reconsideration) and subsequent rejection in revotes. The Special Investigation Act on Kim Keonhee and the Special Investigation Act on Myeong Taegyun were also discarded four times and once, respectively.


The scope of the special investigation has been expanded from six to eleven categories. For the nomination of special prosecutor candidates, the Democratic Party and the Party for National Innovation, which has the largest number of seats among non-negotiating groups, will each recommend one candidate.


Jung, the Chief Deputy Floor Leader, stated, "I hope the Special Investigation Act on Insurrection will be passed without fail, so that public concerns can be addressed and the investigation can proceed."
