Chuncheon City Officially Recognizes Youth Up to Age 45... Policy in Effect from the 24th

Upper Age Limit for Youth Raised from 39 to 45 Through Ordinance Amendment
Policy Support Expected to Strengthen as Youth Population Ratio Increases

On April 25, Chuncheon City in Gangwon Special Self-Governing Province (Mayor: Yuk Donghan) announced that it has amended its ordinance to support the independence and growth of young people, raising the legal age standard for youth from the previous 39 to 45. The new standard has been in effect since the previous day.


The “Partial Amendment Ordinance for the Chuncheon Youth Development Support Ordinance” passed the plenary session of the Chuncheon City Council on April 9. This amendment raises the legal age range for youth from the previous 19 to 39 years old to 19 to 45 years old, and has been in effect since April 24.

As a result of the ordinance revision, the youth population in Chuncheon City is expected to increase by 23,927, from 73,724 as of December 2024 to 97,651. The proportion of youth in the population will expand from the previous 25.7% to 34.1%, and policy support is expected to be strengthened accordingly.


Reflecting the raised youth age in the revised ordinance, Chuncheon City plans to establish a five-year basic plan for youth policy and systematically implement youth policies through annual action plans.


In addition, both the basic plan and annual action plans for youth policy will be reviewed by the Youth Development Committee, which will also help establish a collaborative system with youth.


Chuncheon City will continue to develop policies that reflect the needs and participation of young people, and intends to invigorate the youth population through a variety of programs aimed at improving their quality of life.


Accordingly, this year Chuncheon City is promoting 38 projects across six areas of youth policy, with a total project budget of 43 billion KRW.


This year’s youth policy in Chuncheon City is based on the vision of “Chuncheon, a future-innovative city running forward again with youth,” and aims to provide a comprehensive support system that offers practical assistance to young people. It also seeks to expand economic opportunities and enhance cultural diversity for the youth.


The main areas of focus are divided into six sectors: employment, entrepreneurship, education, welfare and culture, housing, and participation and rights. In each area, customized support projects are being operated to reflect the diverse needs of young people.


In particular, Chuncheon City plans to build youth culture centers in Changchon Industrial Complex and Toegye Industrial Complex, both of which were selected for the industrial complex environment creation project, in order to improve the working environment for young workers and expand cultural and leisure spaces.


Son Daesik, Director of the Chuncheon City Department of Autonomous Administration, said, “By raising the youth age standard, more young people will be able to benefit from youth policies,” and added, “We will continue to expand effective policies that strengthen the capabilities of young people and help them settle in the region, so that Chuncheon’s youth can design a stable future.”
