Kim Moonsoo, former Minister of Employment and Labor and a preliminary presidential candidate for the People Power Party, pledged on April 25 to make the prevention of inter-floor noise in apartment buildings mandatory if elected president.


On the morning of April 25, at his campaign office in the Daehwa Building in Yeouido, Seoul, Kim held a policy announcement press conference and stated, "I will create a residential environment where children can play freely by utilizing top-grade inter-floor noise prevention technology developed domestically."

Kim said, "A few days ago, a fire incident in my apartment in Bongcheon-dong resulted in 14 casualties, and the cause was stress from inter-floor noise. Although inter-floor noise has not been openly discussed until now, there is no apartment resident who has not experienced it."


He added, "Some may wonder if the president should be concerned with inter-floor noise, but this is a widespread issue affecting the daily lives of apartment residents. Addressing this is a clear national responsibility."


According to his campaign, Korea Land and Housing Corporation (LH) has secured a total of 12 top-grade inter-floor noise reduction technologies through nine rounds of verification. Floors constructed with top-grade technology experience a significant reduction in noise and vibration compared to those with grade 4 flooring structures.


Kim stated, "For new housing, I will make it mandatory to apply top-grade technology developed domestically. I also plan to overhaul the post-certification system to ensure that, if performance inspections after construction do not meet the standards, proper supplementary construction and compensation will be provided."


Regarding existing housing, he said, "We will expand support projects for performance enhancement, such as providing high-performance flooring materials, and offer incentives such as partial property tax reductions to households that voluntarily obtain certification for inter-floor noise blocking performance."


Park Sooyoung, a People Power Party lawmaker serving as the campaign's chief policy officer, said, "Currently, the developed technologies are high-performance flooring materials and sound-absorbing materials attached to ceilings. If high-performance flooring is installed in new apartments, it only costs an additional 1.4 million won per standard housing unit, so there is no significant financial burden."
