"National R&D & IP Policy Roundtable"
Calls for Customized Fast-Track System and
Improved Evaluation of Research Outcomes
There have been calls for the active adoption of a customized Fast-Track examination system for government-funded research institutes and major companies, as well as for improvements to the evaluation criteria for research and development (R&D) outcomes.
On April 25, the Ministry of Science and ICT and the National Intellectual Property Committee held the "National R&D & IP Policy Roundtable" at the Maehwa Hall on the 19th floor of the Korea Press Center. The event was presided over by Science and ICT Minister Sangim Yoo and attended by key domestic intellectual property (IP) leaders, including the Korean Patent Attorneys Association.
At the roundtable, Myunghwan Kim, head of the Next-Generation Secondary Battery Strategic Research Group at the Korea Research Institute of Chemical Technology, delivered a presentation titled "Strategies for Creating Core IP Based on Large-Scale Research." He emphasized the need for the active introduction of a customized Fast-Track examination system for relevant government-funded research institutes and major companies in order to create core IP in future hegemony technologies. He also stressed the importance of developing measures to evaluate the patent suitability and technological value of national R&D project outcomes in a more market-oriented manner.
Giho Ryu, patent officer at the Korea Institute of Patent Strategy Development, stated, "Securing leadership in national strategic technologies depends on preemptively obtaining 'premium patents.' For this, patent big data analysis is essential. In particular, it is very important to secure 'ultra-early-stage technologies' at the initial stage of commercialization and to refine competing technologies with precision."
Dugyu Kim, president of the Korean Patent Attorneys Association, defined high-quality patents as "patents that are easy to prove infringement on and difficult to circumvent or invalidate," and argued that "the government needs to improve R&D evaluation criteria based on patent performance."
Various opinions from private sector experts were also raised, including the creation of core IP through major research achievements at public research institutions and the promotion of advanced technology commercialization.
Minister Sangim Yoo stated, "The proactive creation of core patents in future hegemony technologies is the first step toward becoming a first-mover nation," and added, "We will continue to make multifaceted policy efforts and maintain communication with the field to strengthen the linkage between R&D policy and IP strategy."
