The former site of the Gangseo District Office has been designated as a special planning zone, and public multi-purpose cultural facilities are expected to be introduced. In preparation for the new station on the Daejang-Hongdae Line, a management plan has been established to integrate commercial and residential functions.

On April 24, the Seoul Metropolitan Government announced that it had approved, with modifications, the "Gangseo District Center Unit Zone and Plan (draft)" at the 7th Urban and Architecture Joint Committee meeting.


The target site is adjacent to Hwaggok-ro, and once the new station on the Daejang-Hongdae Line is completed in 2031, public transportation accessibility is expected to improve significantly. The site currently houses the Gangseo District Office and Gangseo Police Station.


In anticipation of the relocation of the Gangseo District Office at the end of 2026, the unit plan has been revised to prevent urban hollowing and to establish a management plan tailored to the characteristics of the new station area.


The former Gangseo District Office site will be designated as a special planning zone and transformed from an administrative center into a cultural hub. In consideration of the surrounding area's lack of cultural facilities and the needs of local residents, the plan is to introduce public multi-purpose cultural facilities. The site is envisioned as a new anchor space to replace the Gangseo District Office, with plans to connect it to the new Daejang-Hongdae Line station via a passageway.


Currently, Gangseo District is conducting a separate study on how to utilize the former district office site, so the details have not yet been finalized.


The city has established a residential-friendly management plan that improves the pedestrian environment and encourages the introduction of facilities needed by residents, taking into account the mixed commercial and residential nature of the area and nearby residential developments such as Newlywed Hope Town and Moa Town.


A special zone is also planned to allow for relaxed floor area ratios when converting old motels into tourist accommodations. The city plans to create an orderly food alley by designating recommended uses and building lines.


In addition, the city aims to establish standards for floor area ratio systems, building coverage ratios, and building heights through an incentive program in commercial and Type 2 and 3 general residential areas, and to promote voluntary joint development, thereby creating a plan based on residents' autonomy.


Cho Namjun, Director of the Seoul City Urban Space Headquarters, said, "With the establishment of this new Gangseo District Center unit plan, we hope to revitalize the area, which could otherwise stagnate after the relocation of the Gangseo District Office, and to introduce facilities needed by residents, transforming it into a new anchor space."
