On April 23, Nowon District Mayor Oh Seungrok announced that he had participated in the 'Relay Campaign for Raising Awareness of Population Issues' to encourage a shift in social perceptions regarding low birth rates.
The Relay Campaign for Raising Awareness of Population Issues is a public awareness movement organized by the Ministry of Health and Welfare and the Korea Human Resource Development Institute for Health and Welfare, which began in October 2024. Mayor Oh Seungrok was nominated to participate in this campaign by Kangbuk District Mayor Lee Soonhee, and he, in turn, nominated Seongbuk District Mayor Lee Seungro as the next participant.
According to Statistics Korea, Nowon District maintained a high level of total fertility rate, ranking first in Seoul in 2024 and third in 2025.
To address low birth rates, Nowon District is not only promoting childbirth encouragement projects such as providing birth celebration gifts, but is also focusing on expanding infrastructure that enables parents to raise children with peace of mind, based on the belief that creating a child-friendly environment after birth is most effective. Major initiatives include the Nowon Cooperative Childcare Center, Nowon Safe Daycare Center, Sick Child Care Center, Child Rest Center (elementary after-school care), Child-Friendly Taxi, Toy and Book Rental Service (Noriatti), and the 1,000 Won Children's Restaurant.
Mayor Oh Seungrok stated, "I hope this campaign will serve as an opportunity to build consensus in the community for resolving population issues such as low birth rates and aging," and added, "Nowon District will continue to promote childbirth encouragement projects and do our utmost to become a child-friendly city by expanding infrastructure that allows infants and school-age children to be raised with peace of mind."
