The "Public Benefit Allowance for Farmers and Fishers" is a support program by South Jeolla Province aimed at preserving the public functions of agriculture, fisheries, and rural communities, as well as promoting the economic stability of farmers and fishers. The county accepted applications from January 6 to February 7, and finalized the list of recipients after eligibility screening and committee review.

This round of the public benefit allowance amounts to a total of 5.9 billion won, which will be paid entirely in Wando Love Gift Certificates (policy-issued). Farmers and fishers confirmed as recipients can receive the gift certificates by visiting the financial institution in charge of their residential area, bringing both the allowance receipt issued by their local town or township office and a valid ID for personal identification.

The gift certificates can be collected at Nonghyup, Suhyup, Livestock Cooperative, Gwangju Bank, Forestry Cooperative, Credit Union, and Saemaeul Geumgo. In principle, recipients must collect the certificates in person. However, in cases of temporary circumstances such as hospitalization that make personal collection difficult, direct family members or household members may collect the certificates on behalf of the recipient, with confirmation from the head of the town or township office. The gift certificates can be used for five years from the date of issuance and are accepted at a wide range of affiliated stores within the region, including traditional markets, large supermarkets such as Hanaro Mart, restaurants, gas stations, hospitals, clinics, and pharmacies.

Meanwhile, for those farmers and fishers who missed the first application period, the second round of applications is being accepted until April 30. Eligible applicants must have had their address registered in South Jeolla Province before January 1, 2024, and must be business owners currently engaged in agriculture, fisheries, or forestry with a registered business entity. Applications can be submitted at the local town or township office responsible for the applicant’s residential area.

A county official stated, "By providing the public benefit allowance for farmers and fishers early, we expect to support farming preparations and revitalize the local economy in terms of livelihood stability," adding, "We will continue to implement effective policies that can boost the vitality of agriculture, fisheries, and rural communities."
