Announcement of Major Projects and Policy Directions for Pocheon City Administration

During the briefing, the city shared detailed implementation plans for nine major projects closely related to citizens' daily lives, including a personnel management plan to enhance administrative trust, direct operation of the staff cafeteria, establishment of a smart city infrastructure, and special measures for collecting overdue payments.
First, the city has revamped its personnel management plan to create a fair and responsible public service culture. Employees with poor performance or those who negatively affect organizational atmosphere will receive a 'Ga' grade in performance evaluations, and if this grade is given twice or more, dismissal or removal from their position will be considered. For probationary civil servants, the city will conduct two evaluations during the probation period and make a strict decision on whether to appoint them as regular staff.
In particular, if a team leader-level official (Grade 6) commits a serious misconduct such as abuse of power, drunk driving, or sexual harassment and receives a disciplinary action of warning or higher, they will be removed from their post, holding senior officials strictly accountable. On the other hand, civil servants who are giving birth to or raising children will receive practical support, such as additional points in performance evaluations, priority consideration for promotion, and preferential assignment to desired positions.
The city also unveiled a plan to simultaneously improve employee welfare and revitalize the local economy through direct management of the staff cafeteria. Since April 7, the city has switched to a direct management system for the cafeteria inside City Hall.
By providing a pleasant environment and balanced meals, the city supports employees' healthy eating habits in their daily lives. At the same time, it promotes mutual growth with the local economy by using local food suppliers and increasing regular closure days from twice to four times a month.
The city is also actively pursuing the "Smart City Solution Expansion Project," which was selected by the Ministry of Land, Infrastructure and Transport. With an investment of approximately 2.5 billion won, the city will install smart bus shelters and crosswalks, as well as smart poles (intelligent streetlights) in the Gasan-myeon and Seondan-dong areas (about 50.4 square kilometers), and introduce drones for disaster safety management and emergency response, thereby realizing a digitally based intelligent city.
In addition, the city has launched and is operating the "Living Lab Citizen Participation Group," which enables citizens to directly identify urban issues and seek solutions.
The Pocheon City CCTV Smart Safety Center currently operates 2,980 surveillance cameras at 1,110 locations around the clock, contributing to crime prevention. As of March 2025, the cumulative number of criminal arrests reached 45, with offenses ranging from drunk driving and special theft to drug-related crimes. In February, the center used surveillance camera monitoring to rescue a person attempting suicide.
In the area of taxation, the city announced that it will operate a help desk for final local income tax filing from May 1 to June 2. Citizens can choose either the Pocheon City Hall Taxation Division or the Pocheon Tax Office to file and pay both national and local taxes at the same time. The city will also provide a one-on-one electronic filing support desk for elderly and disabled citizens.
The city will also strengthen special measures for collecting overdue payments. The "mobile electronic notification service," which sends overdue local tax and non-tax income notices to taxpayers' mobile phones, proved effective by collecting several hundred million won in overdue payments within just five days of sending the notifications.
In addition, the city is conducting intensive collection activities such as home searches and seizure of movable property for large-scale and habitual local tax delinquents, as well as the first-ever seizure in Gyeonggi Province of solar power sales proceeds.
The city will also enhance administrative services closely tied to citizens' daily lives. It is promoting the construction of a new administrative welfare center in Pocheon-dong, aiming for completion in 2027, and is currently preparing for a design competition. The city will also operate a cap on the total amount of single-source contracts to improve fairness and reliability in public contracts and address the issue of contracts being concentrated with specific companies.
The Pocheon City Civil Complaint Call Center has processed a total of 65,326 cases in just over a year since its opening, establishing itself as a communication channel for citizens. The call center quickly resolves repetitive complaints in key areas such as taxation, urban development, transportation, and the environment through counselors, achieving a citizen satisfaction rate of 97% in the first half of the year and 94.7% in the second half.
Mayor Baek Younghyeon stated, "We have prepared various systems and policies to realize citizen-centered responsible administration and trusted, transparent governance," adding, "We will operate the administration swiftly so that changes can be felt across all areas of city government."
