Guidance on Step-by-Step Reporting Procedures and Legal Compliance for Each Stage of Operation
Ensuring Essential Administrative Procedures, Waste Separation, and Safety Management
Seongdong District (District Mayor Jeong Wono) announced that it has produced the "Seongdong-style Popup Guidebook," which organizes various reporting procedures and compliance requirements that popup store operators need to know.
Recently, Seongsu-dong has emerged as a "mecca for popups," attracting attention from trend-sensitive young generations and well-known brands. Popup stores with unique concepts and creative spaces are being actively operated in the area. However, due to their short-term nature, there have been frequent cases where essential administrative procedures such as business registration are omitted, or waste separation and safety management are not properly carried out.
In response, the district produced the "Seongdong-style Popup Manual" in June last year, which includes various regulations and precautions that must be checked when operating a popup store. This was part of a proactive response to issues such as noise and waste management resulting from the activation of popup stores.
This year, the district has gone a step further by producing the "Seongdong-style Popup Guidebook," which systematically organizes key items that business operators must check, step by step, from preparation to operation and closure of popup stores. This aims to accelerate the creation of a safer and more sustainable popup culture.
In the preparation stage, the guidebook clearly summarizes items such as checking the building's permitted use, reporting food sales business, reporting outdoor advertising installations, and reporting the opening of a temporary business site (to the tax office). In the operation stage, it covers proper waste disposal and the management of crowds and noise. In the final closure stage, it details the disposal of waste and safety measures during demolition, reporting the closure of temporary business sites, and filing business closure reports.
The guidebook can be downloaded from the Seongdong District Office website and will also be distributed to local real estate agencies and popup-related platform companies so that more business operators can utilize it.
Jeong Wono, Mayor of Seongdong District, stated, "I hope this popup guidebook will be of practical help to business operators preparing popup stores," and added, "We will continue to do our best to provide active administrative support and improve systems to foster an eco-friendly and safe popup culture."
