Support for Childbirth and Maternity Leave Benefits at the Same Level as Employment Insurance Subscribers
Mapo-gu (District Mayor Park Kangsoo) is providing 'childbirth benefits and paternity leave benefits' for single-person self-employed individuals and freelancers who are not covered by employment insurance.
Currently, pregnancy and childbirth support programs are operated mainly for employment insurance subscribers, based on the Employment Insurance Act and the Act on Gender Equality in Employment and Support for Work-Family Reconciliation, among others.
As a result, single-person self-employed individuals and freelancers who are not enrolled in employment insurance face difficulties in maintaining their livelihoods when they or their spouses give birth, yet there are insufficient legal protection measures for them.
Therefore, this support is expected to partially compensate for their loss of income and help alleviate the financial burden associated with childbirth and childrearing.
First, for women who are single-person self-employed or freelancers, a 'maternity benefit for pregnant women' will be provided. In addition to the 1.5 million won in government support for those not enrolled in employment insurance, an additional 900,000 won will be provided, ensuring a total of 2.4 million won, which is the minimum childbirth benefit amount for employment insurance subscribers.
In the case of mothers of multiples, the minimum childbirth benefit for employment insurance subscribers is 3.2 million won, but government support for those not enrolled in employment insurance remains at 1.5 million won for mothers of multiples as well. Therefore, an additional 1.7 million won will be provided, guaranteeing a total of 3.2 million won.
For the paternity leave benefit for spouses, up to 800,000 won will be provided, calculated at 80,000 won per day for a maximum of 10 days of paternity leave. If the applicant has engaged in income-generating activities for at least three months within the 18 months prior to the spouse's childbirth, they may apply regardless of income level.
Eligible applicants are single-person self-employed individuals and freelancers residing in Seoul whose spouse has given birth or will give birth on or after April 22, 2024.
The application period for childbirth benefits is within one year from the date of childbirth (including stillbirth or miscarriage), and for the paternity leave benefit, within one year from the end date of the spouse's paternity leave.
Eligibility screening and notification of results will be completed within 14 days of application, and if the requirements are met, the benefit will be provided in cash.
Applications can be submitted online through the Seoul City Mongttang Information Master Key website. For questions regarding required documents, applicants may contact the Mapo-gu Health Companion Division.
