As the regional primary elections to select the presidential candidate for the Democratic Party of Korea have reached their halfway point, former party leader Lee Jaemyung is focusing on his long-standing policy of “capital market revitalization.” Kim Dongyeon, Governor of Gyeonggi Province, and Kim Kyungsoo, former Governor of South Gyeongsang Province?who together have garnered a combined 10% of the votes?have also declared their intention to stay in the race and continue their respective policy campaigns.

At 10 a.m. on April 21, Lee will hold a policy roundtable on capital market revitalization at the main conference hall of the Korea Financial Investment Association in Yeongdeungpo-gu, Seoul. Having secured a cumulative vote share of 89.56% in the weekend primaries held in the Chungcheong and Yeongnam regions, Lee is strengthening his policy outreach by engaging with the financial industry.


Prior to the roundtable, Lee announced his policies to boost the stock market through a post on his Facebook page. He pledged to introduce a “one-strike-out” system for unfair trading practices such as stock price manipulation and market rigging; to push for amendments to the Commercial Act, including the activation of cumulative voting and the separate election of audit committee members; and to establish a roadmap for Korea’s inclusion in the MSCI Developed Markets Index. Lee stated, “By achieving recovery and growth, we will resolve the Korea Discount and usher in an era where the stock index reaches 5,000 points.”


Previously, during his tenure as party leader, Lee had promised to pass amendments to the Commercial Act as part of his capital market revitalization plan. Although the amendment passed the National Assembly’s plenary session, it was sent back to the Assembly after the government exercised its right to request reconsideration. Ultimately, the bill was rejected, as re-approval required a majority of all lawmakers to be present and a two-thirds majority of those present to vote in favor.


Although the combined cumulative vote share of Kim Dongyeon and Kim Kyungsoo remains at around 10%, both candidates have reiterated their intention to see the race through to the end and are continuing their policy activities. Kim Dongyeon, currently ranked second in cumulative votes, will host a roundtable titled “Gender Equality for All: A World Reunited” at 4:30 p.m. in Meeting Room 1 of the National Assembly Members’ Office Building in Yeouido. Among the three candidates, Kim has been the most proactive in bringing women’s policy issues to the forefront. At the roundtable, he is expected to discuss policies such as the “non-consensual rape law” and the “0.5 & 0.75 Job Project” (a reduced working hours system for childcare and family care).


Kim Kyungsoo, together with Professor Yoon Hongsik of Inha University and Professor Lee Jeongcheol of Seoul National University, held a policy announcement at the National Assembly Press Center, following last week’s announcement on economic policy. On this day, he presented policies in the fields of education, society, politics, diplomacy, and national defense. Kim Kyungsoo pledged to implement a national basic living guarantee system; to integrate nursing homes and long-term care hospitals under a unified care insurance system; to introduce a presidential runoff election system and a coalition nomination system; and to reform the military service system to a mixed conscription and volunteer model.
