Gyeonggi Province, in cooperation with local cities and counties as well as the Korea Petroleum Quality & Distribution Authority, will conduct a joint inspection from April 23 to May 20 to eradicate fraudulent claims of fuel subsidies for freight trucks within the province.
The fuel subsidy for freight trucks is a system introduced to alleviate the burden on the freight transport industry caused by rising fuel prices. Under this system, the government partially subsidizes fuel costs only when actual refueling occurs. In 2024, Gyeonggi Province provided 206.263 billion won in support for diesel freight trucks.
However, cases of fraudulent claims continue to occur, such as making card payments without actual refueling or lending fuel subsidy cards to others.
Accordingly, Gyeonggi Province, together with local cities and counties and the Korea Petroleum Quality & Distribution Authority, conducts joint inspections of fraudulent claims for fuel subsidies twice a year.
The main targets of this inspection are: ▲ fraudulent use of fuel subsidy cards (so-called 'card-kang'), ▲ falsification of refueling records, ▲ claiming subsidies while vehicles are not in operation, and ▲ lending cards under another person's name.

Gyeonggi Province will utilize the fuel subsidy management system for freight truck owners to compare fuel card usage records with fuel consumption data. Based on this analysis, 41 suspicious gas stations and 562 refueling cases by freight truck owners have been selected for inspection. The province will also thoroughly examine whether there was collusion between gas station operators and subsidy recipients.
If violations are identified, strong administrative actions will be taken, including recovery of subsidies, suspension of fuel subsidy payments, and cancellation of registrations. These will be accompanied by follow-up measures such as notification to investigative authorities.
Through this joint inspection, Gyeonggi Province aims to fundamentally and systematically prevent fraudulent claims, thereby enhancing the credibility of the fuel subsidy system. At the same time, the province plans to establish a preemptive prevention system by expanding education for recipients and improving the system, moving from post-detection to advance prevention.
Kim Kibum, Director General of Railways, Ports, and Logistics at Gyeonggi Province, stated, "The fuel subsidy system is a public measure designed to provide practical support for the livelihoods of freight transport workers. Therefore, we will respond to cases of abuse with a zero-tolerance policy," adding, "Through this joint inspection, we will establish a fair and transparent operating system."
