Park Sunha, a member of the Gyeongbuk Provincial Council (People Power Party, Proportional Representative), drew attention for her thorough analysis and in-depth questioning during the review of the 2nd supplementary budget bill for Gyeongsangbuk-do at the 355th temporary session of the Gyeongbuk Provincial Council, which began on the 15th. Through her policy insight and practical expertise, she made a notable impression during the review of the budget proposals under the Planning and Economy Committee.
The supplementary budget under the jurisdiction of the Planning and Economy Committee was set at 1,851,195,760,000 KRW, an increase of approximately 16.01% compared to the original budget, with an additional 255,475,340,000 KRW allocated.
Park Sunha stated, "The supplementary budget should focus on projects that require timeliness and urgency, and must align with the strategic direction and policy priorities of the provincial administration." She approached the review with a focus on the effectiveness of each project and the validity of the budget allocations.
First, regarding the Economic and Trade Bureau's 'Tomorrow Filling Mutual Aid Support Project for SMEs', she pointed out the lack of consistency in budget allocations between the main and supplementary budgets, despite the project being repeated annually. She emphasized, "Clarifying the criteria for budget allocation, as well as establishing a system to preemptively manage budget carryovers and returns, is essential to enhancing the reliability of fiscal management." She also called for practical alternatives to address factors that undermine project outcomes, such as worker dropouts.
During the review of the supplementary budget for the Meta AI Science Bureau, she mentioned that for external event projects such as the 'Junction Asia Hackathon,' it is necessary to design a structure that delivers tangible results, befitting the justification of enhancing the province's status. She urged Gyeongbuk Province to strengthen its policy accountability.
In addition, Park Sunha conducted an in-depth review of key talent development projects essential for ensuring the sustainability of Gyeongbuk's industries, emphasizing the need for effective policy implementation.
Regarding the 'K-High-Tech Platform Support Project', a talent development initiative in the digital and new technology sectors, she suggested, "The project should go beyond simply establishing a platform and be designed to connect local talent development with the construction of an industrial ecosystem." She added, "It is necessary to pursue a direction that features Gyeongbuk's unique strategic differentiation and independent competitiveness."
Furthermore, regarding the 'Wind Power Field Technology Workforce Development Platform Project', she stressed, "Since this project is funded by the provincial budget, it is essential to simultaneously improve settlement conditions and build basic infrastructure so that the workforce developed through this project can settle stably in Gyeongbuk." She highlighted the importance of policy design that links budget investment with regional development, not just simple budget allocation.
Throughout the supplementary budget review, Park Sunha was praised for her exemplary legislative activities, meticulously scrutinizing the budget bill based on a comprehensive analysis from various perspectives, including budget structure, policy outcomes, regional impact, and feasibility.
Park Sunha emphasized, "Especially in the face of the desperate reality of local residents, including SMEs and small business owners who have lost their livelihoods due to recent large-scale wildfires, support for them must be prioritized." She added, "I will continue to ensure that the budget does not remain just numbers, but brings real changes to the lives of residents, such as economic recovery and improved treatment for people with disabilities, by maintaining a responsible attitude until the end."
