Jeonbuk Province Recruiting Operators for 200MW Offshore Wind Power Project

Revitalizing the Local Economy and Establishing an Energy Industry Foundation

Jeonbuk Autonomous Province will publicly recruit a project operator on the 17th for a 200MW offshore wind power generation project covering approximately 55km² of sea near Gochang.


This area corresponds to Expansion Complex 1, which was designated as a 'New and Renewable Energy Cluster' by the Ministry of Trade, Industry and Energy in February this year.

The selected project operator through this public offering will have the right to build and operate the power plant in the designated sea area for 25 years. The total project period is 25 years, consisting of 5 years for permits and construction (October 2025 to September 2030) and 20 years for commercial operation (October 2030 to September 2050).


This project is the first step in realizing Jeonbuk Autonomous Province's flagship plan to create a 2.4GW offshore wind power complex in the southwestern region, and is expected to play a key role in revitalizing the local economy and establishing an energy industry foundation.


Eligibility for participation is open to all domestic and international private and public companies without restriction, and applicants may participate individually or as part of a consortium.


To this end, the province has proactively completed related services such as military radio wave impact assessments and maritime traffic safety diagnoses, and plans to provide wind measurement data, power grid connection information, and business feasibility analysis materials to participants.


Project operator selection will be conducted in two stages: Stage 1 (project execution capability evaluation) and Stage 2 (project proposal evaluation). The final project operator will be confirmed through a priority negotiation and implementation agreement.


When selecting the operator, the province plans to focus on evaluating: ▲the ability to establish a stable power generation complex ▲contribution to the national and regional economy ▲plans to secure local resident acceptance ▲strategies for building industrial infrastructure ▲and the excellence of other business proposals.


Shin Wonsik, Director of the Future Advanced Industry Bureau of the province, stated, "This public offering is a core project that will lead the future of the clean energy industry," and added, "We will spare no effort in providing full support at the provincial level so that a capable operator is selected to lead offshore wind development not only in Gochang but also in the Buan sea area and throughout Jeonbuk."


He continued, "We expect to accelerate the project through close cooperation not only with the existing operator, Korea Offshore Wind Power, but also with future additional operators in the Buan sea area."
