MOU Signed to Strengthen Cooperation in Lifelong Learning, Culture, and Tourism
Seoul's Eunpyeong-gu announced on the 17th that Kim Mi-kyung, head of Eunpyeong-gu and chairperson of the National Lifelong Learning Cities Council, attended the '2025 Latin America UNESCO Learning Cities Federation General Assembly' held in San Luis Potos?, Mexico from the 11th to the 14th, where she introduced Eunpyeong-gu's representative lifelong learning initiatives such as the One-Dong-One-University program and the citizen-led learning ecosystem.

Additionally, Kim Mi-kyung, in her capacity as chairperson of the National Lifelong Learning Cities Council, signed a Memorandum of Understanding (MOU) with the Mexico Learning Cities Federation, the Latin America Learning Cities Federation, and the San Luis Potos? city government to strengthen cooperation in lifelong learning, culture, and tourism.
The UNESCO Global Network of Learning Cities (UNESCO GNLC) is a global alliance comprising 356 cities worldwide. South Korea is recognized as one of the most active member countries.
This general assembly was an international event hosted by the Latin America Learning Cities Federation and held in San Luis Potos?. Four domestic learning cities, including Eunpyeong-gu, were officially invited to attend. Representatives from 13 UNESCO learning cities in Mexico also participated to discuss joint challenges for achieving the Sustainable Development Goals (SDGs) and realizing inclusive education.
At the opening ceremony, as part of Korea-Mexico cultural exchange, a photo exhibition titled "Shared Latitude: Perspectives on Korea" was held. This exhibition was planned through cooperation among major domestic learning cities such as Eunpyeong-gu, Gongju-si, Suwon-si, and Yanggu-gun. Eunpyeong-gu displayed photos of its four seasons, history, and culture to share Korean landscapes with the citizens of San Luis Potos?.
Meanwhile, this MOU highlighted the recognition that local governments must play a key role in lifelong learning and the creation of learning communities, and it established a cooperative foundation for expanding exchanges and joint projects between Korean and Latin American learning cities.
Kim Mi-kyung, head of Eunpyeong-gu, said, "I hope this opportunity will further strengthen the cooperation system among global learning cities," adding, "Going forward, Eunpyeong-gu will continue to expand exchanges between domestic and international cities with the National Lifelong Learning Cities Council and take a leading role in creating a lifelong learning ecosystem for all."
