Enhancing Fairness in Selecting Construction Companies
New Disqualification Rules to Prevent Conflicts of Interest

Park Youngseo, a member of the North Gyeongsang Provincial Council (People Power Party, Mungyeong), proposed a partial amendment to the "Ordinance on the Use of New Technologies and Excellent Technologies in North Gyeongsang Province" at the Administrative Health and Welfare Committee on the 16th. This amendment aims to enhance the fairness and expertise of the review and operation process of the "Construction Method Selection Committee," which is responsible for selecting construction companies participating in restoration projects during various disasters.


This amendment increases the number of committee members eligible to participate in the Construction Method Selection Committee from the current 200 to 300, thereby limiting duplicate participation and ensuring the involvement of a wider range of experts to secure the committee's fairness and expertise.

Additionally, new provisions for disqualification, avoidance, and recusal of committee members have been introduced to prevent potential conflicts of interest. The amendment also focuses on supplementing and refining the committee's operational system to establish a more transparent and systematic review process.


Park stated, "With the recent increase in various disasters and calamities, the role and responsibility of the Construction Method Selection Committee have become even more important." He added that through this ordinance amendment, "we will enhance fairness and reliability in the review process for construction methods to be applied to projects, create an environment where diverse experts can participate, and ensure that new and excellent technologies are introduced through a more objective and transparent procedure."


This ordinance is scheduled to be finally approved at the 355th extraordinary session of the North Gyeongsang Provincial Council on the 29th.
