Incheon Guwol 3-dong Low-rise Residential Area 'Happy Village Improvement Project' Fully Launched

Namdong-gu, Incheon, is set to actively promote the Happy Village Improvement Project to enhance the environment of low-rise residential areas in Guwol 3-dong.


On the 16th, the district announced that it is currently undergoing administrative procedures to decide on the maintenance plan (draft) for the Happy Village Improvement Project around the 1350 block of Munhwa Children's Park in Guwol 3-dong.


The Happy Village Improvement Project involves upgrading infrastructure and installing resident convenience facilities in aging low-rise residential areas with poor infrastructure. Guwol 3-dong was selected as the target area for 2023.


This area was developed as a residential district in the 1980s and is in urgent need of maintenance due to a lack of parking facilities and aging senior centers and park facilities. After being selected for the Happy Village Improvement Project, the Guwol 3-dong Residents’ Autonomy Committee conducted discussions and meetings over the past year to derive the maintenance plan.

The maintenance plan mainly includes the renovation of Guwol Munhwa Children's Park and the installation of an underground parking lot. A total of 11.3 billion KRW will be invested by combining 3.3 billion KRW from the Happy Village Improvement Project budget and 8 billion KRW from the public contribution fund of the former Lotte Department Store development project, with the project scheduled to be completed by 2028.


The district began a 30-day public inspection on the 7th to collect opinions and will hold a residents’ briefing session at the Guwol 3-dong Administrative Welfare Center on the 25th. The district plans to submit the maintenance plan to Incheon City in July after the public inspection and hearing opinions from the council.


Park Jong-hyo, Mayor of Namdong-gu, said, "After the designation of the maintenance area, we plan to gradually install and expand shared facilities and maintenance infrastructure to provide changes that residents can genuinely feel." He added, "We will strive to improve the residential environment of aging low-rise residential areas and enhance the quality of life for residents."
