Change of Public Open Space to School Land Approved Upon Re-examination

An elementary school and an attached kindergarten will be established in Hannam 3 District. The plan to convert the public open space was withdrawn, and after gathering opinions from the Seoul Metropolitan Office of Education and residents, the construction of the school was confirmed.
On the 16th, the Seoul Metropolitan Government announced that the 4th Urban Redevelopment Committee approved a revision of the "Hannam 3 Redevelopment Promotion District Redevelopment Promotion Plan Re-examination (draft)".
As a result of this re-examination, the existing public open space (8,500㎡) was changed to school land (10,755㎡). An elementary school with 31 classes and an attached kindergarten will be established within Hannam 3 District.
During the re-examination process, Seoul confirmed the school establishment plans with the Seoul Metropolitan Office of Education and the Jungbu Education Support Office, and after collecting residents' opinions, decided to reflect the school facilities.
The specific scale will be finalized through the education office’s school facility project implementation plan in the future.
Last December, the Seoul Metropolitan Government had approved a proposal at the Urban Redevelopment Committee to change the school land in Hannam 3 District to public open space, but later withdrew it due to opposition from Hannam 3 District union members and residents.
The total number of households in Hannam 3 District changed from the original 5,988 households to 5,970 households. During the school land change process, the number of rental housing units decreased from 1,100 to 1,020. The number of sale housing units increased from 4,888 to 4,950 through area adjustments.
A Seoul city official explained, "During the process of changing the existing public open space to school land, the area of the school land increased, and as school buildings were newly constructed, rental housing was reduced and parks were also decreased, resulting in adjustments to the layout."
The Hannam 3 Redevelopment Promotion District is a project to build 5,970 apartment units and commercial facilities in 127 buildings ranging from 7 basement floors to 22 above-ground floors on 386,364㎡ in Hannam-dong 686, Yongsan-gu. The floor area ratio was adjusted from 238.25% to 237.07%. The construction company is Hyundai Construction, with construction scheduled to begin in 2026.
The Seoul Metropolitan Government stated, "Through this decision, we plan to make efforts to ensure that redevelopment in the Hannam 3 Redevelopment Promotion District considers not only the residential environment but also educational conditions."
