Before the meeting, Mayor Lee announced that the establishment of the '2040 Urban Master Plan,' which will set the medium- to long-term development direction of Goyang City, is being launched in earnest. This plan will include core strategies for overall urban structural innovation such as ▲designation of economic free zones and surrounding urban space strategies ▲redesign of planned population to respond to the reconstruction of Ilsan New Town ▲station area TOD development strategies ▲balanced development between new towns and old downtown areas.
Mayor Lee said, "This Urban Master Plan is an important turning point for Goyang City to advance as a future-oriented city," adding, "We will do our best to establish a practical plan that leads to changes that citizens can feel."
He also stated, "An economic belt focused on attracting companies will be formed around the Han River, including economic free zones, Ilsan Techno Valley, and Broadcasting Video Valley, while inside this belt, Ilsan New Town, Hwajeong, Jichuk, and Changneung New Town will form a balanced urban structure centered on residential areas," and requested, "Please include a future self-sufficient city strategy in the Urban Master Plan, such as forming a green network centered on smart farms in some areas of Deogyang, including Byeokje."
Furthermore, Mayor Lee said, "Internationally, the global economic map is being reshaped following U.S. President Trump's tariff policies, and the global manufacturing environment is rapidly changing, as seen in Hyundai Motor Company's recent announcement of a 31 trillion won investment plan in the U.S.," adding, "I ask the relevant departments to actively devise strategies so that Goyang City can establish itself as a business-friendly city by providing institutional and physical conditions for companies to operate stably and efficiently in Korea."
Regarding the operating contract signed on the 11th in Penang, Malaysia, between KINTEX and the Penang Waterfront Convention Centre, Mayor Lee emphasized, "Through this contract, KINTEX will oversee the overall operation of PWCC for the next 10 years, including leasing, event planning, catering, and facility management," adding, "This lays the foundation for Goyang City to leap forward as a leading city in the international MICE industry based on KINTEX, Korea's largest exhibition and convention center."
On the establishment of a public arboretum, he said, "We need to prepare by pre-establishing a forest with diverse and unique tree species within the arboretum so that citizens can naturally and richly enjoy the arboretum," and requested, "Since the establishment of the arboretum requires a long period, please plan thoroughly and proceed step by step."
Mayor Lee emphasized the importance of the Goyang Ring Road, saying, "Once a ring road connecting the entire Goyang City is formed, the overall traffic flow of the city will improve, allowing citizens to move faster and more easily," and urged, "Since the connection of the ring road can bring tremendous effects to urban development, please carefully review detailed plans such as constructing it as a six-lane road in the long term."
Meanwhile, at the executive meeting, the progress of key projects directly related to the city's future was intensively reviewed, including ▲creation of Hwajeong Specialized Street ▲construction of a public museum ▲installation of fog tunnels to reduce fine dust ▲restoration of Byeokjegwan site and creation of a complex cultural park ▲establishment of urban-type smart farms.
