Jeonnam Provincial Council Begins Review of Budget and Ordinance Bills

The 389th Extraordinary Session to Be Held for Ten Days

The South Jeolla Provincial Council convened its 389th extraordinary session on the 15th, set to run for ten days. During this session, the council plans to review and process various ordinances and proposals directly related to residents' livelihoods, including the first supplementary budget plan for 2025.


On the first day of the session, at the 1st plenary meeting, seven proposals and resolutions were processed, including the "Proposal to Expand the Budget for the School Arts Instructor Support Project" led by Park Hyunsook, and the "Proposal to Allocate Traffic Fines and Penalties to Local Finances" by Kim Hwashin. Additionally, five council members, including Cho Oghyun, Lim Hyungseok, and Ryu Gijun, presented diverse opinions on local issues and policies through five-minute free speeches.

On this day, Governor Kim Youngrok and Superintendent Kim Daejung each gave explanatory proposals regarding the first supplementary budget plans for the provincial government and the office of education, respectively. The budget plans will undergo review by each standing committee and the Special Committee on Budget and Accounts, with final approval scheduled for the 2nd plenary meeting on the 25th.


The scale of this supplementary budget plan for the provincial government is 13.0809 trillion won, an increase of 537.3 billion won from the original budget, and includes compensation payments for FTA-affected farmers and fishermen as well as a Jeonnam-style basic income pilot project. The Jeonnam Office of Education’s budget increased by 315 billion won to 5.2 trillion won, with major projects including the Green Smart School initiative and the establishment of new schools in the Oryong District.


The standing committees are currently reviewing a total of 31 agenda items. Key items include: ▲Ordinance on Prevention and Treatment Support for Gambling Addiction in Jeonnam Province (proposed by Jeong Cheol), ▲Ordinance on Support for Urban-Type Small Businesses (proposed by Lee Cheol), ▲Ordinance on Prevention of Sudden Acceleration Accidents and Support for Victims (proposed by Seo Dongwook), and ▲Ordinance on Improvement of Drug Product Name Usage within Educational Environment Protection Zones (proposed by Mo Jeonghwan).


Chairman Kim Taegyun emphasized, "The review of the supplementary budget in this extraordinary session will focus on laying the groundwork for the recovery of the stagnant local economy and responding to the crisis of regional extinction."
