Institutionalization of the Anti-Constitutional Acts Investigation Committee and Abolition of the Prosecutors' Office Are Urgent
Foundation for Runoff Voting and Multiparty Coalition Politics Must Be Established
The Gwangju City Party of the Cho Kuk Innovation Party has defined the 'Second Joint Declaration on Prosecution Reform and Political Reform' by the five opposition parties as a "milestone for restoring constitutional order and restructuring the political system." They made it clear that it should not remain a political declaration but must lead to concrete legislation.
This declaration was jointly announced by the five opposition parties: the Cho Kuk Innovation Party, the Democratic Party of Korea, the Basic Income Party, the Justice Party, and the Progressive Party. It presented 'prosecution reform and transformation of the political system' as its two main pillars.
The Gwangju City Party of the Cho Kuk Innovation Party particularly evaluated the establishment of a Special Investigation Committee on Anti-Constitutional Acts, the abolition of the Prosecutors' Office and complete separation of investigative and prosecutorial powers, the creation of the Serious Crimes Investigation Agency and the Prosecution Agency, the introduction of a runoff voting system, the relaxation of requirements for negotiating groups, and the inclusion of the May 18 spirit in the preamble of the Constitution as "practical reform agendas."
The Cho Kuk Innovation Party stated, "The establishment of the Anti-Constitutional Acts Investigation Committee is the first step toward clarifying the truth and responsibility for serious acts of constitutional destruction, such as conspiracy to rebel or illegal martial law attempts," emphasizing it as the foundation for restoring democracy. They added, "The prosecution reform bills proposed by the Cho Kuk Innovation Party align with the direction of the second declaration," highlighting the "abolition of the Prosecutors' Office" and "establishment of the Prosecution Agency and Serious Crimes Investigation Agency" as core tasks.
Regarding the reform of the political system, they explained, "The introduction of a runoff voting system and the relaxation of requirements for negotiating groups will institutionalize the foundation for a multiparty system and substantially guarantee political diversity and representation," describing it as a "realistic solution to overcome the exclusivity and closed nature of the existing two-party structure."
On the topic of constitutional amendment, they added, "The spirit of the May 18 Democratization Movement should be specified in the preamble of the Constitution, and the requirements for martial law should be strengthened and the power structure adjusted to prevent the recurrence of abuse of power," emphasizing that "constitutional amendments should be pursued based on national discussion and social consensus."
Seo Wangjin, the head of the Gwangju City Party, stated, "Politics should not end with declarations, but must lead to real change," adding, "The Gwangju City Party will take the lead in practical solidarity for reform legislation."
