Spreading Consensus on Responding to the Crisis of Local Extinction and Overcoming Population Decline
Boseong County, Jeollanam-do, announced on the 15th that County Governor Kim Cheolwoo participated in the "Relay Campaign to Improve Awareness of Population Issues," organized by the Ministry of Health and Welfare and the Korea Human Resources Development Institute for Health and Welfare. Through this, he joined the nationwide effort to raise awareness and build consensus on responding to the crisis of local extinction and overcoming population decline.
This campaign was designed to inform society at large about the seriousness of population decline and aging, and to encourage regions and public institutions to seek solutions together. Heads of local governments and public institutions across the country are participating in a relay format.

Governor Kim joined the campaign after being nominated by Park Seungwon, Mayor of Gwangmyeong, and nominated Ha Seungcheol, Governor of Hadong, as the next participant, further promoting a spirit of joint response among regions.
The county stated that, through this campaign, it aims to share the achievements and philosophy of its population policies with residents and the nation, and reaffirmed its commitment to creating a family-friendly environment for a sustainable local community.
In fact, Boseong County has recently achieved meaningful results, such as a rebound in the birth rate and a slowdown in population decline, through multifaceted population policies that connect childbirth, youth, and settlement conditions.
Notably, the total fertility rate, which was 0.79 in 2022, steadily increased to 1.09 in 2023 and 1.20 in 2024, with the county's ranking among the 22 cities and counties in Jeollanam-do rising significantly from 19th to 8th place.
The number of newborns also increased from 81 in 2022 to 117 in 2024, showing a rebound for two consecutive years. As of 2025, the figure has already risen by more than 30% compared to the same period last year, indicating a clear upward trend in population indicators.
The county plans to continue implementing customized policies to create a "Boseong where people want to live," offering a good environment for childbirth and childrearing, opportunities for youth to settle, and a stable foundation for the elderly.
Kim Cheolwoo stated, "Boseong County's population policy is not simply about increasing numbers, but about creating an environment where people can stay and live." He added, "We will do our best to make Boseong a place where it is good to raise children and where young people want to come."
