RaonSecure is leading the paradigm shift in medical data security after being selected for the government's Post-Quantum Cryptography (PQC) pilot transition support project.
The consortium led by RaonSecure (CEOs Soonhyung Lee and Jeonga Lee), an IT security and authentication platform company, has been selected for the "Standard Medical Data Relay Platform PQC Transition Project" in the medical sector of the Ministry of Science and ICT and Korea Internet & Security Agency (KISA)'s "2025 PQC Pilot Transition Support Project."
Last year, RaonSecure commercialized PQC by applying it to its electronic signature and segment encryption solutions, Key# Biz and Key# Wireless. Both solutions are based on CRYSTAL-Kyber (lattice-based encryption technology), which was selected as a PQC standard by the U.S. National Institute of Standards and Technology (NIST). Subsequently, the project was selected based on a Korean PQC algorithm (KpqC) and a PQC-based medical data platform aligned with the U.S. NIST standards, demonstrating potential to lead the global cybersecurity paradigm.
The RaonSecure consortium planned this project in response to the increasing cyberattack threats on medical data due to the advancement of digital healthcare, which has heightened the demand for enhanced medical security. With the "Digital Healthcare Act" proposed in October last year, the digital healthcare industry is expected to accelerate its development. At the same time, quantum computers capable of breaking public-key cryptosystems are advancing, raising concerns about the sophistication of cyber threats to sensitive personal medical information.
The RaonSecure consortium strengthens data security by applying PQC-based electronic signatures and segment encryption to an open medical data platform, ensuring authentication for patient consent to provide personal information and securing data transmission of medical information. The hybrid approach also supports the public-key cryptosystem RSA, maintaining compatibility with existing systems and facilitating gradual transition.
Moreover, it significantly reduces the risk of data leakage during transmission between different medical institutions' interconnected systems. In particular, it prepares against the threat of Harvest Now, Decrypt Later (HNDL), where large volumes of data encrypted with current public-key systems are stored and later instantly decrypted by quantum computers. This is the first time PQC is applied to an open medical platform that relays hospital medical information systems and medical data.
The consortium consists of RaonSecure as the lead company, along with Pi Digital Healthcare, Cryptolab, and Sangmyung University Industry-Academic Cooperation Foundation. RaonSecure is responsible for developing PQC-based segment encryption protocols, electronic signature generation and verification, and app development and integration. Pi Digital Healthcare plans to apply the PQC module to its open medical platform, connectDTx, conducting pilot tests at various medical institutions and expanding its application.
Notably, Cryptolab's electronic signature algorithm HAETAE and public-key cryptography/key setup SMAUG-T, as well as Sangmyung University Industry-Academic Cooperation Foundation's public-key cryptography/key setup algorithm NTRU+, have been selected as KpqC algorithms and will be utilized in this project.
The RaonSecure consortium plans to pilot the PQC-based open medical data platform at major medical institutions such as Severance in Sinchon, Gangnam, and Yongin, and subsequently expand to more hospitals. PQC will also be applied to various mobile healthcare apps linked with hospitals to enhance public service security, and the platform will be integrated with digital therapeutics (DTx) companies.
Additionally, the application of PQC will be expanded to medical AI, telemedicine, and IoT-based healthcare. The consortium aims to continue research and development based on international standards and promote interoperability with overseas medical platform systems to expand global market presence and competitiveness. Through this project, they plan to establish PQC transition methodologies required by medical institutions, identify issues during transition, and develop strategies to ensure compatibility with existing systems.
