'Resident Autonomy Leading City' Geumcheon-gu, Resident Autonomy Future Development Policy Contest

A Nationwide Contest to Establish the "Geumcheon-type Resident Autonomy 3.0 Policy"
Five Outstanding Proposals to Receive Geumcheon-gu Mayor's Award and a Total of 6 Million KRW in Prize Money

Geumcheon-gu (Mayor Yu Seong-hoon) announced that it will hold the "Geumcheon-type Resident Autonomy Future Development Policy Contest" from April 15 to May 30 to discover policy ideas for revitalizing Geumcheon-style resident autonomy.


The contest was prepared to discover creative and feasible policies from all walks of life nationwide. Additionally, it aims to widely share Geumcheon-gu’s vision to leap forward as an advanced model city for resident autonomy councils. In particular, the target scope has been expanded so that anyone aged 15 or older can participate, and various perspectives and ideas beyond the local area will be collected.


The contest themes include ▲ the necessity and operation plans for establishing resident autonomy council branches by district ▲ establishment and operation plans for corporations linked to resident autonomy councils (including profit generation plans) ▲ creation and use plans for resident autonomy council funds (including profit generation plans) ▲ diagnosis and reestablishment plans for problems in Geumcheon-type resident autonomy councils ▲ plans to revitalize the operation of resident autonomy council public forums ▲ plans to discover administrative tasks that can be entrusted to resident autonomy councils ▲ development plans for Geumcheon-gu resident autonomy council policy branding, among others. Any ideas that can contribute to the future development of Geumcheon-gu resident autonomy are welcome.


Proposal evaluation will be conducted in two stages: the first stage is a document review, and the second stage is an in-person evaluation. In the first stage, internal related departments will review the submitted proposals and select about 20% of the total.


The second stage will be held in June, where participants who pass the first stage will present their proposals on-site. Approximately 100 residents along with a panel of internal and external experts will attend this event.


Through the final evaluation, a total of five excellent policies will be selected and awarded the Geumcheon-gu Mayor’s certificate and prize money. The awards are ▲ Grand Prize: 1 winner (prize money 2 million KRW) ▲ Excellence Award: 2 winners (prize money 1.5 million KRW each) ▲ Encouragement Award: 2 winners (prize money 500,000 KRW each).


Participants wishing to apply can download the proposal form from the "Notices & Announcements" board on the Geumcheon-gu Office website and submit it via email, mail, or in person as preferred. Reference materials such as diagrams and photos to help understand the proposal content can also be attached.


Additionally, materials related to resident autonomy councils that can be referenced for policy proposals are available upon request.


Yu Seong-hoon, Mayor of Geumcheon-gu, said, "This contest is a nationwide policy idea competition prepared to commemorate the 30th anniversary of the opening of Geumcheon-gu Office for the growth and development of resident autonomy. We hope for active interest and participation not only from local residents but also from diverse perspectives nationwide to develop Geumcheon-type resident autonomy."
