The court will develop its own artificial intelligence (AI) model by 2028, with a budget of 16 billion won, that presents the act-at-the-time law (punishment provisions) and organizes the issues of cases to present to judges. Once development is completed and applied in practice, it is expected to help resolve the problem of trial delays.

The Judicial Administration Office’s Judicial Informatization Division recently released the "Information Strategy Plan Report on AI Model Development to Support Trial Work." The AI model to be developed will include functions such as ▲legal data search and analysis ▲review and analysis of trial materials and issues ▲Roclock service ▲conversion of audio data to documents ▲development of alternative scenarios for mediation and reconciliation (optional). It will be designed to maximize user convenience by enabling natural language Q&A, similar to generative AI services available on the market.


The intelligent legal data search and analysis function will assist throughout the preparation and progress of trials, drafting of judgments, and handling of tasks by court officials. The trial material review and analysis function will quickly grasp the case overview contained in new complaints and indictments with structural variability and provide checklists tailored to the characteristics of the case. When a new case is received, it will extract and structure important related items, analyze and present claims, indictment contents, act-at-the-time law (punishment provisions), subsidiary dispositions, and checklists in connection.


The trial material summary and issue analysis function will identify the basic gist of the case and compare and analyze issues, helping users understand the case more easily and intuitively through visualized results. The Roclock function appears to be a kind of "AI agent" concept that finds legal issues through analysis of trial materials and synthesizes related materials to implement review reports. It will also include correction and proofreading functions to catch formal errors and improve the quality of judgments.


The function to convert voice into text documents is expected to be effective in documenting statements of litigation parties. It can display subtitles in court and create necessary documents such as transcripts or records for subsequent analysis.


A function to provide predictive information on the possibility of civil and family mediation and reconciliation before the first trial date will also be implemented. It will review various litigation and application documents, generate correction orders, and suggest alternative solutions. In mediation and reconciliation cases, it will analyze precedents of similar cases and also present judgment amounts.
