Pilot Selection and Elimination Initiatives for Habitual Illegal Dumping Sections
Public-Private Joint Management Until Complete Resolution
Gwangjin-gu (District Mayor Kim Kyung-ho) announced that it will actively work to eliminate illegal dumping areas and create a pleasant living environment through focused management of habitual illegal dumping sites.
Under the so-called Pollution-Free (elimination of illegal dumping spaces) and Accident-Free (elimination of illegal dumping, follow-up management, creation of clean streets) projects, the initiative goes beyond just collecting illegally dumped waste to comprehensively managing the sites through maintenance and follow-up care. The district and neighborhood offices will take the lead in eradicating illegal dumping while encouraging resident participation to create and maintain a clean environment.
First, to focus on managing illegal dumping areas, 75 sites in total?5 sites per neighborhood?have been designated as focused management areas. The district and neighborhood offices will conduct patrols at least once daily, and after eliminating illegal dumping, joint public-private management will encourage resident participation. Additionally, special inspections of the focused management areas will be conducted once a month, with four inspections scheduled between April and October. These inspections will compare initial results to improvements and elimination status.
Two sections with severe habitual illegal dumping (Geondae Mat-ui Street, Chinese Food Culture Street, etc.) have been selected as pilot sites. After a joint eradication declaration ceremony held by the Cleaning Department and the respective neighborhood centers, waste in these areas will be collected and sealed, followed by texture inspections and separated disposal experiences. These efforts will continue until illegal dumping is completely eliminated.
Furthermore, a resident autonomous monitoring team will be operated to focus management during vulnerable times for illegal dumping (7?9 a.m. and after 4 p.m.). During hours when official inspectors and public officials are not active, residents will voluntarily conduct illegal dumping surveillance and eradication campaigns, signaling continuous management. This is expected to have a psychological deterrent effect on habitual illegal dumpers.
Thorough follow-up management will also be conducted in spaces where illegal dumping has been eliminated.
In areas where illegal dumping has been resolved, the Cleaning Department, neighborhood centers, and residents will jointly perform water cleaning and install commemorative promotional signs to continuously indicate that the area is clean. Additionally, resident-led cleaning campaigns will be held at least once a month to promote the message that the clean streets were created together. Photo zones (Chalkak Garden) will be installed for a certain period to raise awareness that these are pleasant and beautiful spaces created by everyone, helping to prevent further illegal dumping.
