Promoting the 'Home Parking Lot Creation Project'
to Alleviate Residential Parking Difficulties in Gangnam-gu
Gangnam-gu, Seoul (District Mayor Jo Seong-myeong) is promoting the '2025 Home Parking Lot Creation Project' to alleviate parking difficulties in residential areas by demolishing house fences or gates and creating parking spaces.
This project involves securing parking spaces by demolishing fences or gates of single-family, multi-family, or multiplex houses, or utilizing nearby vacant lots (idle land) in residential areas to address the shortage of parking spaces. Since 2004, the district has created a total of 1,752 parking spaces for 787 households through this project as of last year. This year, with a budget of 104.21 million KRW, the district plans to create new parking lots for 9 households with 18 parking spaces.
The project targets include single-family, multi-family, and multiplex houses and neighborhood living facilities where fences or gates can be demolished to create parking lots; apartments (multi-unit housing with 20 or more households permitted before December 17, 2013, where at least two-thirds of all residents agree within half the range of auxiliary and welfare facilities); and idle lots abandoned around residential areas.
Support funds are as follows: for houses and neighborhood living facilities, 10 million KRW per parking space (an additional 2 million KRW per extra space, up to a maximum of 30 million KRW); for apartments, up to 50% of the parking lot construction cost per complex, with a maximum of 50 million KRW; for idle lots, up to 3 million KRW per parking space annually if the lot can be used as a parking lot for at least one year. For more than 20 spaces, support is up to 1.5 million KRW per space, and in this case, landowners can receive parking lot operation income or property tax reductions under the Local Tax Act. Any costs exceeding the support amount must be borne by the building or land owner.
Parking lots must be maintained for five years after creation, and if the parking lot is removed or its use changed, the support funds will be reclaimed. The district provides administrative support throughout the entire process, including site surveys, construction, and post-management. Residents wishing to apply can do so on a first-come, first-served basis by phone or visit to the district office’s Traffic Administration Division or local community centers.
Mayor Jo Seong-myeong stated, "The Home Parking Lot Creation Project is a way to solve parking problems and pedestrian safety simultaneously through resident participation," adding, "We will continue to discover policies to improve parking environments closely related to daily life and strive to alleviate inconveniences in everyday living."
