Gwangmyeong City "Cheolsan·Haan 14 Mid-Rise Complexes to Be Designated as Maintenance Zones Within the Year"

Reconstruction to Increase from 26,518 to Around 32,000 Households
"Proactive District Unit Planning to Promote Integrated Development"

Gwangmyeong City in Gyeonggi Province will begin designating 'maintenance zones' for the reconstruction of aging mid-rise apartments in the Cheolsan and Haan neighborhoods starting in December. On the 9th, Gwangmyeong City announced through a policy briefing its plan to promote the reconstruction of 14 mid-rise apartment complexes within the Cheolsan-Haan housing development district.

Jang Byeong-guk, Director of the New Town Development Bureau of Gwangmyeong City, stated, "We are proactively establishing district unit plans for the Cheolsan and Haan areas, where aging multi-family housing complexes are concentrated, to systematically support reconstruction projects."


Currently, 14 complexes in the area, including Cheolsan Jugong Complexes 12 and 13 and Haan Jugong Complexes 1 through 12, are pursuing reconstruction. The detailed safety inspections for Cheolsan Jugong Complexes 12 and 13 were approved in January 2023, and for Haan Jugong Complexes 1 through 12 in July of last year. The city expects that once reconstruction is completed, the existing 26,518 households will be transformed into approximately 32,000 high-rise apartment units.


The city plans to designate maintenance zones for each complex starting in December, followed by procedures such as ▲project implementation approval (2027) ▲management disposition plan approval (2028) ▲construction commencement (2030), aiming to complete the project by 2033.

The key issue is project feasibility. Most complexes have a relatively high average floor area ratio (FAR) of 168%. Accordingly, the city has proactively prepared district unit plans that include measures to secure project feasibility and convenience facilities. The plan encourages integrated development and secures project feasibility through zoning upgrades and FAR incentives.


To enhance connectivity of infrastructure through integrated development, the city designated special planning zones. Eight complexes?Haan Jugong Complexes 1 and 2, 3 and 4, 6 and 7, and 10 and 11?are grouped into four zones, while the remaining complexes are designated as individual special planning zones.


When establishing reconstruction maintenance plans, the current zoning of Type 2 General Residential Area can be upgraded to Type 3 General Residential Area. If designated as Type 3, a standard FAR of 220% applies. Furthermore, if conditions set in the district unit plan are met, the allowable FAR can be expanded up to 250%, and if public facilities are provided, the maximum FAR can increase to 280%. Additionally, the city explains that constructing eco-friendly, intelligent buildings or long-life public rental housing can allow FAR up to 330%.


The city has also prepared a profit recovery plan from development. It intends to recover 14.8% of the profits generated from the development project as public contributions to secure citizen convenience facilities.


Park Seung-won, Mayor of Gwangmyeong City, said, "We will prepare various administrative and financial support measures to ensure smooth progress of maintenance projects and will continuously communicate and cooperate to minimize resident conflicts."
