Goryeong County to Promote Land Category Change for Buildings Approved Before Enforcement of Farmland Act

Goryeong County (Governor Lee Namcheol) will implement a special project to update the land category of properties approved for building use before the enforcement of the Farmland Act (January 1, 1973), carrying it out without a budget over the next three years until 2027.


This project aims to investigate land that was converted for residential or warehouse use before the Farmland Act but is still classified as farmland (such as fields or paddies) and to update the official land records to match the current usage.


It is expected that this will greatly improve public satisfaction by resolving inconveniences such as restrictions on property rights transactions like sales or gifts, which have occurred because land used as residences or warehouses before the Farmland Act cannot be issued a certificate of farmland acquisition qualification?required for ownership transfer?since it is no longer practically farmland.


The county is conducting a full survey of 8,239 buildings completed before 1973 to ensure that no eligible parcels are omitted from the project. After reviewing relevant laws and conducting satellite imagery and on-site inspections, the county will send notifications to landowners of parcels eligible for category change, guiding them to apply for the update.


Lee Namcheol, Governor of Goryeong County, stated, "We expect that proactive administration and aligning official land records with actual usage will resolve inconveniences related to the exercise of property rights for our residents."
