Jeonju City Finalizes 'Youth Hope City Implementation Plan'

Five Key Areas Including Employment and Jobs... 67 Projects to Be Implemented

Jeonju City in North Jeolla Province finalized the "2025 Jeonju Youth Hope City Implementation Plan" through the regular meeting of the Jeonju Youth Hope City Policy Committee held on the 4th.


According to the city on the 7th, the regular meeting was attended by Jeonju Mayor Woo Beomgi and 12 members of the Youth Hope City Policy Committee at "Cheongnyeon Ieum Jeonju."

This year’s Youth Hope City implementation plan will invest a total of 51.137 billion KRW across five areas: employment & jobs, housing & networks, culture & education, welfare, and participation & rights, covering 67 projects.


Specifically, in the employment & jobs sector, 23.62 billion KRW will be allocated to 34 projects including expanding youth jobs, nurturing customized professional talent, strengthening job support for job-seeking youth, and discovering and fostering young entrepreneurs as well as operating startup growth programs.


Through these initiatives, the city aims to expand local job opportunities, nurture tailored professional talent, strengthen job support for youth, and foster young entrepreneurs and young farmers, thereby encouraging youth to settle in Jeonju.


In the housing & networks sector, a total of 12.447 billion KRW will be invested in six projects to alleviate youth housing costs and provide a comfortable living environment. These include the "Cheongchun Byeolchae" youth housing project, public purchase rental housing, social housing, and operation of Cheongnyeon Ieum Jeonju, all aimed at reducing youth housing expenses and supporting youth communication and exchange activities.


In the culture & education sector, 1.076 billion KRW will be invested in 10 projects to support youth participation in cultural and artistic activities and nurture future talent, including support for emerging and young artists, providing creative spaces, fostering future talent, and ensuring educational opportunities.


This year, the city will invest 11.96 billion KRW in 11 welfare projects aimed at strengthening the social safety net to ease youth concerns, including asset-building support for youth independence and realizing comprehensive youth welfare without blind spots.


For participation & rights, 2.037 billion KRW will be allocated to six projects to expand youth-led participation, including the expansion of youth centers, activation of communication education, and the youth autonomous budgeting system.


This year, the city plans to transform Jeonju into a vibrant city where young people settle by strengthening communication with youth and expanding youth policy participation. Various policies such as operating the Youth Hope Group, holding university student communication meetings, and running the youth participatory budget will be promoted.


In the second half of this year, the city plans to establish a (tentatively named) Youth Policy Bureau to unify youth policies currently scattered across departments and significantly strengthen youth policy initiatives.


As of the end of December last year, the youth population in Jeonju was 170,097, accounting for 26.8% of the city’s total population (635,651). This represents a 2% decrease compared to 188,470 (28.6% of the city’s population) in 2021.


The city analyzed that the decline in youth population is due to a shortage of economically active population caused by low birth rates and aging, as well as ongoing high interest rates, high prices, and job shortages, which have contributed to a general sense of crisis in society and the economy. In response, the city has established detailed implementation plans for each sector of its youth policy to ensure a stable life where youth can continue to thrive.


Mayor Woo Beomgi stated, "Youth are the core driving force for Jeonju’s future. We will do our utmost to make Jeonju a young and hopeful city where youth can take root and carry on the dreams of future generations. We will steadily expand policies for youth and make every effort to promote them so that more young people can benefit from these policies and choose to live in Jeonju."
