Recently, Kim Youngrok, Governor of Jeollanam-do, made it clear that he is effectively opposed to National Assembly Speaker Woo Wonshik's proposal to hold a constitutional amendment referendum in line with the presidential election day.

He added that, separate from the impeachment of Yoon Sukyeol, it is more important to first clarify responsibility for acts of rebellion and those who supported them, which are still unresolved.


On his Facebook page, Governor Kim stated, "Holding those accountable for the illegal martial law declaration and acts of rebellion on December 3rd should not be buried together with the constitutional amendment issue, as this is exactly what those who supported the rebellion would want most," and added, "It would be more reasonable to have presidential candidates clearly state their constitutional amendment plans and schedules as campaign pledges and ensure they are kept."


He continued, "While I fully understand Speaker Woo Wonshik's intentions, it is realistically impossible to successfully complete such a weighty national task as constitutional amendment within 60 days of an early presidential election," emphasizing, "Reforming the power structure is a hotly debated issue with many opinions, and I am concerned whether proper consensus can be achieved during the presidential election process."


He also added, "I believe that the National Assembly could consider pre-determining the constitutional amendment schedule that the next administration should follow by law as one possible option."
