Phrase that endured three administrative fines
The banner calling for the impeachment of Yoon Sukyeol, which had been hung on the exterior wall of the Buk-gu District Office in Gwangju by District Chief Moon, was removed on the 4th. This action followed the Constitutional Court's decision to impeach, and a new banner with the phrase "Victory of the People" was installed in the same place.

According to Buk-gu, on March 10, Chief Moon personally hung a banner on the office's exterior wall with the phrase "Impeach Yoon Sukyeol for disrupting constitutional order." The banner, measuring 2 meters by 10 meters, remained in place for nearly a month, as Chief Moon had announced it would stay up until the Constitutional Court's ruling.
According to the current Outdoor Advertisement Act, political banners are not allowed on the exterior walls of local government buildings except for national events or public announcements. Therefore, Buk-gu imposed administrative fines on Chief Moon three times: 800,000 won for the first, 1,050,000 won for the second, and 1,350,000 won for the third, totaling 3,200,000 won?all of which were paid by Chief Moon.
Chief Moon's decision to display the banner became a topic of discussion among local politicians and citizens. The banner was removed on the morning of the 4th, and Buk-gu and the Buk-gu Council put up a new banner in the same spot reading, "This is the victory of the people. Let us move forward on the path of growth and unity."
On the same day, Chief Moon stated on his Facebook page, "The impeachment ruling against the president is a great victory for the people," and added, "Now we must move forward toward a new era of growth and unity by overcoming the crisis in people's livelihoods and the economy."
