Sending Electronic Notification of Fines via KakaoTalk and KT Public Notification Messages
Seo-gu District in Gwangju (District Mayor Kim Ikang) announced on the 4th that it will be the first among Gwangju's five autonomous districts to implement the 'Mobile Electronic Notification Service for Illegal Parking Fines'.
Seo-gu has been notifying vehicle owners of parking violation fines via registered mail.

As a result, Seo-gu has been incurring annual postage costs of over 500 million KRW, and if vehicle owners fail to check their mail, they may not pay the fines on time, leading to administrative disadvantages and generating additional civil complaints.
Starting this month, Seo-gu has introduced and is operating a mobile electronic notification service to improve accessibility and convenience for those subject to fines. This service sequentially sends electronic notifications to owners of vehicles with parking violations via KakaoTalk and KT Public Notification Messages, and if not viewed within three days, a paper notice is additionally sent by mail.
District Mayor Kim Ikang said, "We expect this service to not only reduce budget expenditures but also improve convenience in paying fines," adding, "Since this is a proactive service implemented by Seo-gu, we will do our best to make it a model policy case."
