Governor Kim Dongon Orders Eradication of 'Ganbu Mosineun Nal'
at April Staff Meeting Day Event
Cheongyang County in Chungnam Province announced on the 4th that it will officially abolish the so-called 'Ganbu Mosineun Nal' (Day to Serve Executives), a practice criticized as an unreasonable custom in the public sector, and will work to establish a transparent and fair organizational culture.
County Governor Kim Dongon stated at the 'April Staff Meeting Day' event held at Cheongyang Culture and Arts Center on the 2nd, "For administrative progress, it is essential to improve the organization through communication and understanding across generations," and strongly instructed the eradication of 'Ganbu Mosineun Nal.'
To improve formal and unreasonable practices within the public sector, the county is promoting the 'Administrative PRO Campaign' and has selected the abolition of 'Ganbu Mosineun Nal' as a core task in the Reduce (Reduction) category.
To this end, the county has established a plan to create a 'sound and transparent dining culture' and promoted three key action plans through the internal network: making meal participants 'free to choose,' ensuring meal expenses are transparently 'Dutch pay,' and rotating menu reservations and vehicle waiting duties.
Additionally, to raise awareness among employees, the county has produced and distributed a webtoon themed on eradicating 'Ganbu Mosineun Nal,' fostering empathy across generations and taking the lead in improving unreasonable practices within the public sector.
The county also plans to actively operate the 'PRO Innovation Task Force' and 'Integrity Guardians,' both comprised of public officials from each department, to achieve the goal of 'zero Ganbu Mosineun Nal' through continuous efforts.
Furthermore, to check whether the improved culture is effectively taking root within the organization, the county conducted a self-assessment in February, which showed about a 27.5% improvement compared to last year's Ministry of the Interior and Safety survey.
The county plans to continue conducting regular assessments and making improvements until the rate reaches 0%.
Governor Kim Dongon stated, "Unreasonable practices must no longer remain in the organization, and for improvement, it is essential for executives to take the lead by example," adding, "It is important to create a workplace atmosphere free of discomfort through mutual consideration."
