Governor Kim Youngrok Promotes Hosting COP33 and Expanding Support for Dam Regions Kim Youngrok, Governor of Jeonnam Province.

Kim Yungrok, Governor of Jeollanam-do, met with Kim Wanseop, Minister of Environment, on the 3rd to request support for regional issues such as attracting the 33rd United Nations Framework Convention on Climate Change Conference of the Parties (COP33) in 2028 and expanding support for areas surrounding dams.


At the meeting, Governor Kim requested: ▲ attracting COP33 ▲ expanding the budget for support projects for dam-surrounding areas, including climate response dams ▲ revising the Water Source Management Regulations to ease restrictions in water source protection zones.


The United Nations Framework Convention on Climate Change Conference of the Parties is the most authoritative organization for discussing responses to the climate crisis among international organizations and NGOs.


Governor Kim, along with declaring Korea's bid to host the 33rd Conference, requested the pre-selection of Yeosu as the host city for the joint bid by 12 cities and counties in the southern coastal region of Jeonnam and Gyeongnam, presenting it as a model for balanced regional development and East-West harmony.


He also proposed raising the support budget to ensure resident acceptance, including fair compensation for damages to residents near dams, and upgrading Hwasun Dongbokcheon, a local river, to a national river for systematic water management.


He suggested the need to revise the Water Source Management Regulations to ease restrictions in water source protection zones in order to alleviate inconveniences for residents suffering from excessive restrictions such as limitations on general construction activities, and to promote citizen-friendly environmental policies.
