Ministry of Health and Welfare to Take Follow-up Actions
Following Passage of Bill in National Assembly
The Ministry of Health and Welfare announced on the 3rd that it will take follow-up measures such as recommending committee members following the passage of the amendment to the 'Framework Act on Health and Medical Services' by the National Assembly plenary session, which stipulates that the size of medical personnel, including the admission quota for medical schools, be reviewed by the government-affiliated Medical Workforce Supply and Demand Estimation Committee.
On the 21st, the deadline set by some medical schools including Yonsei University, Korea University, and Kyungpook National University for returning is approaching, and a student is moving at Yonsei University College of Medicine in Seodaemun-gu, Seoul. 2025.3.21. Photo by Kang Jin-hyung
First, the Ministry of Health and Welfare plans to promptly begin the necessary procedures for appointing committee members, such as providing guidance on recommending expert members to related organizations like medical associations and research institutes, even before the law is enforced. The Ministry explained that since supply and demand estimation requires highly specialized discussions on estimation models and variables, it is necessary to launch the committee quickly to secure sufficient discussion time.
The qualifications for expert committee members include ▲majors in related fields such as economics, public health, statistics, and demography ▲extensive expertise and research achievements in workforce policy or supply and demand estimation ▲experts with qualifications equivalent to or higher than assistant professors at universities or research fellows at research institutes.
A public contest for the 'Supply and Demand Estimation Center' will also be promoted targeting government-funded research institutes or public institutions. The Supply and Demand Estimation Center will support the committee's specialized estimation tasks such as data extraction and analysis, concretizing estimation models, and simulations based on the committee's discussion results.
Cho Kyu-hong, Minister of Health and Welfare, said, "The legalization of the supply and demand estimation discussion body is the first step to institutionalize the social discussion method regarding future medical workforce demand and supply and to systematically decide policies." He added, "We will take necessary follow-up measures to ensure that the bill passed by the National Assembly operates in accordance with its purpose."
