No Tolerance for 'Chadtaegi' Illegal Election... Busan Superintendent Kim Seokjun's Campaign Launches 'Black Box Monitoring Team'

Deploying 40 Vehicles, 20 Motorcycles, and 100 Monitors for Surveillance

Kim Seokjun, a candidate in the Busan Metropolitan Office of Education superintendent by-election, is deploying the "Black Box Monitoring Team" to prevent election fraud.


On the 1st, Kim Seokjun's campaign committee announced that they would launch intensive monitoring activities on election day to watch for illegal acts by rival candidates, such as providing illegal transportation, money, or meals to voters.


That morning, the campaign held a launch ceremony for the "Black Box Monitoring Team" at their headquarters. The team consists of the campaign headquarters, 20 election liaison offices, 40 vehicles, 20 motorcycles, and 100 personnel. Each vehicle will carry two people?a driver and an observer monitoring for illegal activities?who will conduct surveillance together.


On election day, June 2, the monitoring team will patrol 3 to 5 polling stations in each district of Busan from 6 a.m. to 8 p.m., the entire duration of voting hours. If any illegal activity is detected in footage recorded by the black boxes, they plan to report it to the Busan Election Commission and the police.


If the team discovers so-called "char-taegi" (illegal mass transportation of voters) to polling stations, they will record the vehicle license plate numbers and report them to the campaign headquarters.


They will also focus on monitoring any supporters who, within 100 meters of a polling station, encourage voting for a specific candidate or campaign without wearing official campaign attire.


Lee Jongjun, head of the Black Box Monitoring Team at Kim Seokjun's campaign, said, "Recently, there have been a series of groundless and illegal smear campaigns targeting Kim Seokjun, and we expect organized illegal activities on election day, so this was an unavoidable measure."


Current Public Official Election Act Articles 113, 114, and 115 strictly prohibit providing money or transportation to voters as acts of donation.
